"Sheltered" homelessness refers to individuals residing in emergency shelter, safe haven, or transitional housing project types. This measure overlaps, but is different from, the Point in Time (PIT) Count (SD23 Measure EOA.E.1a), which is a snapshot of both sheltered and unsheltered homelessness on one night in January.
