Windsor Road : environmental overview
Windsor Road is a major north/south arterial link serving the growing North West Sector of Sydney. The route acts as a major transport route linking the North West Sector to employment and commercial centres at Parramatta and Blacktown and other areas in the Sydney Metropolitan Area. In order to accommodate the growth of the North West Sector of Sydney the NSW Government has developed a program for the upgrade of Windsor Road. This document discusses issues in relation to the various road construction projects that make up the Windsor Road upgrade in order to provide some foresight in the planning and design of these road projects.

Review of environmental factors for proposed widening of the Western Distributor, Sydney

The Western Distributor is a major road that runs southwards from the Sydney Harbour Bridge, along the western edge of the Central Business District and around Darling Harbour as the gateway to the western suburbs. The distributor is in the form of an inclined viaduct from the Sydney Harbour Bridge approaches southwards and a roadway from 40 metres south of Erskine Street. This section of the distributor presently provides two lanes southbound and three lanes northbound. The proposal is to provide an additional southbound lane between King Street and Kent Street a total distance of approximately 760 metres. The additional southbound lane would be fitted by widening both the viaduct and roadway sections on eth west side of the distributor. A section of the southbound roadway under the Four Points Hotel would be widened on the west side to provide three lanes. These works would enable the reconfiguration of the carriageway to provide three lanes each way on the distributor with a central median barrier. A feature of the proposal is the fitting of coloured architectural element including cladding on the western side of the Western Distributor to improve visual amenity of the area. The proposal would improve traffic flow, safety and capacity for motorists along this section of the Western Distributor in line with the increased demand on the distributor. Some minor property acquisition and/or transgression into adjacent airspace may be required for the proposal subject to detailed design

The NSW Roads and Traffic Authority (RTA) has sought approval for a concept plan for a road network connecting employment areas in the Fairfield, Blacktown and Penrith Local Government Areas (LGA) with the M4 and M7 Motorways and Mamre Road. The network is known as the Erskine Park Link Road Network (EPLR Network) in the Western Sydney Employment Hub. The proposed road network is located within the Blacktown and Penrith LGAs but extends to the boundary of Fairfield LGA so as to link the employment lands in that LGA with the roads mentioned.

The Roads and Traffic Authority is currently undertaking a North West Transport Links environmental impact study encompassing the corridor from Old Windsor Road in the West to Lane Cove River in the East. The objectives of this study are to conduct an assessment of the role for public transport in the corridor, a preliminary evaluation of the case for a high speed capacity system utilising the road reservation and to develop public transport options to compliment the road proposals under consideration.

The Pacific Highway is the principal road transport corridor between Sydney and Brisbane, the alternative inland route being the New England Highway. The Roads and Traffic Authority of NSW (RTA) has identified that the existing section of the Pacific Highway between Byrons Lane and Shark Creek near Tyndale is of a lower standard than the highway to the north and south. The RTA is consequently proposing a major upgrade for this section.
