Floodplain Management Plans Spatial Dataset
These datasets represent management units within in-force floodplain management plans across the northern valleys of the Murray-Darling Basin in NSW. The data includes the floodplain boundaries, management zones and ecological assets derived from plans gazetted under the NSW Water Management Act 2000. The areas covered by the floodplain boundaries are declared to be floodplains under the Water Management (General) Regulation 2018. The management zones are used to define areas in which specific management rules apply. As such, this data may be used to understand which floodplain management plan rules apply to a specific location. Ecological assets, including flood-dependent ecological assets, are identified in each plan area and are required to be considered in the rules in each floodplain management plan. The plans are in place for 10 years but may be amended within this time. Any updates to the management zones as a result of a plan being amended during, or replaced following its 10 year term will be made available at that time. PLEASE NOTE: In the case of any discrepancy between this digital dataset and the published Floodplain Management Plan (accessible on the department’s website) the instrument as made by the Minister remains the authoritative source and should be used to both interpret the intent of the Plan and in subsequent decision making. Best endeavours have been made in collating relevant Floodplain Management Plan boundary and attribution contained in this dataset. However, no warranty is provided as to the accuracy or currency of this representation. The Department of Water and Environmental Regulation produces floodplain mapping of rivers and major watercourses and provides floodplain development advice to ensure that proposed floodplain development has adequate flood protection and does not impact on the existing flood regime of the area. This advice is related to major river flooding only. Other issues, such as stormwater drainage and environmental and ecological considerations are not addressed. Inundation Maps for NSW Inland Floodplain Wetlands

Under the NSW DPIE-EES Environmental Water Management Program the distribution and extent of inundation is monitored in large inland floodplain wetland assets which are targeted for environmental flow delivery and located in the NSW portion of the Murray-Darling Basin: Gwydir wetlands, Lowbidgee floodplain, Lower Lachlan wetlands, Macquarie Marshes, Barmah-Millewa Forest and Narran Lakes (since 2022-2023). Inundation maps are derived from image observations sourced from the satellite data sources of Landsat (30m pixel) and Sentinel-2 (10m pixel) for the period July 2014-June 2019. Image observations are automatically downloaded by NSW DPIE from the USGS (Unites State Geological Survey’s Earth Explorer website (http://earthexplorer.usgs.gov ) and the Copernicus Sentinel Open Access Hub (https://scihub.copernicus.eu/dhus/#/home ) as orthorectified images. NSW DPIE process these images to standardised surface reflectance (Flood et al. 2013). Image observations with high cloud coverage (>50%) are not considered because they cannot be processed. The inundation mapping procedure is a modified version of Thomas et. al (2015) which is a method to map inundation in vegetated floodplain wetlands using an integrated spectral response to water and vigorous vegetation. From each satellite image observation NSW DPIE-EES automatically generates a water index (Fisher et al. 2016) and the NDVI vegetation index. These indices are used to allocate inundated pixels to classes of open water, mixed water and vegetation, and dense vegetation cover that was inundated (Thomas et al. 2015). A process of pixel recoding is conducted to produce each inundation map. First all inundation classes are merged and allocated a value of one (1) whilst all other pixels are allocated a value of zero (0). Second, ancillary data is then used to identify irrigation infrastructure to do two things: locate inundated pixels within off-river storages (ORS) by recoding to a value of (2) and to remove cropped areas that have similar spectral properties to wetland vegetation by coding the pixels to a value of zero (0). Third, for observation dates affected by cloud shadow, which is often incorrectly detected as water, pixels are manually reclassified as cloud shadow by recoding them to a value of three (3). The final inundation classes are inundated (1), off-river storages with water (ors) (2), cloud shadow (3), and not inundated (0). Final inundation maps are clipped to the inland floodplain wetland boundaries. The "Urban Water Management Strategies and Plans" (previously titled Urban Water Management Plans) dataset relates to integrating the land use planning system with planning for water management. The preparation of water management plans and strategies ensures that water is managed effectively in the urban form at each stage of the planning system. The dataset is used by the Department of Water and Environmental Regulation to identify drainage and water management plans, district water management strategies, local water management strategies, local water management frameworks and urban water management plans that have been prepared in accordance with the Better Urban Water Management (WAPC 2008) planning framework. The outline of the areas for drainage and water management plans and district water management strategies may be included when the draft report is in preparation. Local water management strategies and urban water management plans that have been approved by the Department of Water and Environmental Regulation shall be included in the dataset. Amendments to the planning approval process occurred in October 2008 with the introduction of Better Urban Water Management (WAPC 2008). Reports prepared previously such as Drainage and Nutrient Management Plans, Nutrient and Pollutant Management Plans and Integrated Water Management Strategies, do not accurately correspond with a category outlined in the Better Urban Water Management framework. These plans have been allocated to the most appropriate category and may not be consistent with the requirements outlined in Better Urban Water Management. Glossary: Annual exceedance probability (AEP) - the likelihood of occurrence of a flood of a given size or larger in any one year; usually expressed as a percentage. 1 in 100 AEP flood - this means that there is a 1 in 100 (or 1%) chance of a flow of this size or larger occurring in any one year. This flood has a 50% chance of being experienced at least once in a person's lifetime. The 1 in 100 AEP flood has been generally adopted in Australia and overseas as the basis for floodplain management planning. Floodplain - the portion of a river valley next to the river channel which is covered with water when the river overflows its banks during major river flows. The term also applies to land adjacent to estuaries which is subject to flooding. Australian Height Datum (AHD) - is a geodetic datum for altitude measurement in Australia. It was adopted in 1971 by the National Mapping Council as the datum to which all vertical control for mapping is to be referred. The datum is based on the mean sea level (1966-1968) being assigned the value 0.000m on the Australian Height Datum (AHD) at 30 tide gauges around the coast of the Australian continent.
