Urban Development Program - Major Residential Redevelopments Sites 2025
The Urban Development Program (UDP) monitors and reports on major residential redevelopment projects across metropolitan Melbourne. Major redevelopment projects are those comprising ten or more dwellings. Data is collected from administrative and commercial data sources and through analysis of aerial imagery. These include projects which may have an existing planning permit, or are in the planning processes, those that are current under construction, as well as potential longer term projects on sites that local councils have identified for residential purposes. A timing classification is attributed to each project based on commercial data sources, consultation with local councils, and the stage the project has reached in the planning process. The Urban Development Program reports on major redevelopment projects using the following categories: Completed - Projects completed from Jan 2024 to Jan 2024 Under Construction - Projects under construction at Jan 2025 Firm - Projects that have been approved and/or taking sales enquires and registrations. Likely - Projects that are within the planning process, projects with recently lapsed planning permits, projects that have been sold with a recent planning permit *Possible - Early indicator of the location of future major redevelopment projects or projects that have been inactive for a number of years. While the UDP acknowledges a proportion of proposed projects may be abandoned or delayed, the classification process provides an indicator of available supply provided there is sufficient demand. In addition, it is acknowledged there are also sites within the established parts of Melbourne that may be suitable for residential development into the future but have not yet been identified. The UDP will continue to report on these sites as they are identified for redevelopment for residential purposes. It should also be noted that the timings attached to these projects are indicative. Construction rates can be cyclical in nature, and highly dependent on underlying demand and pre-sales, economic cycles and industry capacity. This can mean that stated development intentions will vary from on the-ground construction activity over time and by location.

The data in this publication provides an overview of trends in development applications processed by the 152 councils in NSW. In 2006, the Department of Planning introduced a new system for regular performance reporting on the local development planning system, based on development application data collected by councils. This new system will have important long term benefits for State and local government, the development industry and the community. Performance data on local development assessment will assist in ensuring that the legislative framework, planning policy and planning practice are all functioning effectively. In particular, it will help to: monitor the performance of councils in planning and development matters monitor the performance of State agency referrals and integrated approvals monitor key aspects of planning and development assessment systems and identify areas where further streamlining of current procedures and practices could occur assist in early identification of emerging trends and provide a lead for ongoing system improvement and management assist in improving the public accountability of the system by establishing performance measures and benchmarks based on comparable data available. The information contained in this report was collected by surveying all councils on development applications (DAs), complying development certificates (CDCs) and postdevelopment consent (building and subdivision) certificates processed during 2005–06. Prior to this survey, the only published data on planning and development matters was the Comparative Information on NSW Local Government Councils produced annually by the Department of Local Government, which provides key performance indicators for various local government operations. The four broad performance indicators for planning and development services contained in the Department of Local Government comparative information are: number of DAs determined mean time in calendar days for determining DAs median time in calendar days for determining DAs legal expenses to total planning and development costs. The Department of Planning’s Local Development Performance Monitoring supplements this comparative information by focusing specifically on development assessment matters dealt with by local government. The range of information collected through the Department of Planning’s performance reporting system is much more comprehensive than that contained in the Comparative Information on NSW Local Government Councils publication and covers the following areas: volume of applications lodged and determined staff involved in DA processing time taken to determine DAs by estimated development value value of approved DAs nature of DA determinations modifications and reviews court cases and legal expenses certificates issued post-development consent obstacles to efficient DA processing council initiatives to improve DA processing.

The LDPM data provides an outline of the performance of the NSW planning system and information on local and regional development determined by councils, private certifiers and joint regional planning panels. Councils provide the Department with information on each DA and Section 96 modification application (S96) determined by council, and on CDC's determined by council or private certifiers. This is supplemented by information from joint regional planning panels. However, the majority of the data continues to come from councils. The department issued councils with a template for data and explanatory material including data definitions. Councils generally extract their information from DA tracking databases or, for smaller country councils, DA registers. Data analysis was undertaken by the Department using standard calculations (for a detailed explanation, refer to the "Data Quality Statement" tab of the Summary Data attached as a resource to this data set ).
Development Activity Model Sketchup Massing

This dataset contains a basic Sketchup format representation of the City of Melbourne’s Development Activity Model (https://www.developmentactivity.melbourne.vic.gov.au/). The Development Activity Model displays development activity located within the City of Melbourne municipal area. Developments may have one of four statuses. Applied, Approved and Under Construction, and Complete. Site content is derived from a range of sources at various times and as such the content may not be free from errors, omissions or defects. Inconsistencies may occur in some data sets. The City of Melbourne uses its best endeavours to ensure that the information is reliable. The massings in the Sketchup model are representational only, sit on a two dimensional planar surface and are not intended for analytical or comparative purposes. The massings are derived by extruding simplified polygons of an indicative floor plate for the podium (if relevant) and tower. The height data is an approximation of the height of the building and does not show the architectural features of the buildings. Users can then make an informed decision as to whether the site content is appropriate for their particular purpose and information needs. Although all due care has been taken to ensure that this data is correct, no warranty is expressed or implied by City of Melbourne in its use.
