Regulatory document REGDOC-1.1.3, Licence Application Guide: Licence to Operate a Nuclear Power Plant sets out requirements and guidance on submitting a formal application to the CNSC to obtain a licence to operate an NPP in Canada, and identifies the information that should be included in the application. This document will be used to assess licence applications for proposed new NPPs and for licence renewals for existing NPPs. Once the Commission has granted a licence, the safety and control measures described in the licence application and the documents needed to support the application will form part of the licensing basis.

This licence application guide clarifies the requirements for and provides guidance on applying to the Canadian Nuclear Safety Commission (CNSC) for a licence to construct a reactor facility. Regulatory document REGDOC-1.1.1, Site Evaluation and Site Preparation for New Reactor Facilities sets out requirements and guidance for site evaluation and site preparation for new reactor facilities. It also includes a licence application guide for a licence to prepare a site for new reactor facilities. This document refers to both nuclear power plants and small reactor facilities as "reactor facilities". Its content also addresses how site evaluation information obtained during site preparation activities is used and revisited in subsequent lifecycle phases of construction and operation.

This document provides an overview of the licensing process for Class I nuclear facilities and uranium mines and mills in Canada, taking into consideration the requirements of the Nuclear Safety and Control Act (NSCA) and associated regulations.

Regulatory document REGDOC-2.3.4, Operations Programs for Reactor Facilities, clarifies the requirements for, and provides guidance on, developing and implementing operations programs for reactor facilities (nuclear power plants, advanced reactor designs and small modular reactors). This regulatory document is based on operational experience (OPEX) and best practices developed from water-cooled nuclear power plants. This information will be updated as additional information is gathered from advanced reactor designs and small modular reactors. Proponents, applicants and licensees of advanced reactor designs and small modular reactors should apply the information and concepts from this regulatory document to the extent practicable and as best applicable to that design.

This regulatory document sets out requirements and guidance for reports and notifications that licensees of waste nuclear substances, Class II nuclear facilities and users of prescribed equipment, nuclear substances and radiation devices must submit to the Canadian Nuclear Safety Commission (CNSC). This document also presents the types of reports and the applicable timeframe for reporting. Licensees and those who transport nuclear substances are required to report to the CNSC regarding situations, events and dangerous occurrences. Regulatory document REGDOC-3.1.3 incorporates and clarifies requirements found in the Nuclear Safety and Control Act (NSCA) and regulations made under the NSCA, including requirements for content and timing of reports. Additionally, it provides guidance on the interpretation and scope of application of these requirements in the context of Class II nuclear facilities, nuclear substances and radiation devicesand waste nuclear substance licensees. Further to the reporting requirements set by the NSCA and the regulations, a licence may contain any term or condition that identifies a reporting requirement and the time frame for submitting the report. This document provides guidance on these licence conditions, including the submission of an annual compliance report (ACR).

Regulatory document REGDOC-1.6.2, Developing and Implementing an Effective Radiation Protection Program for Nuclear Substances and Radiation Devices Licences provides guidance to nuclear substances and radiation devices licensees and applicants on the development, implementation, management and assessment of their radiation protection programs.
