The Aboriginal and Circumpolar Affairs Division (GHC) commissioned the Evaluation Division of the Office of the Inspector General, Foreign Affairs Canada, to conduct a summative evaluation of the Northern Dimension of Canada’s Foreign Policy (NDFP). The policy, announced by the Minister of Foreign Affairs in June 2000, sets out a vision for Canada in the circumpolar world based on cooperation with Northerners and circumpolar neighbors"--Executive Summary, p. 1."

The priorities of the Group of 78 from its beginnings in 1981 have been the removal of the nuclear threat, the peaceful settlement of disputes, and a more equitable economic order in the world. The Group’s founding policy statement said: “These objectives require a new emphasis in our foreign policy based on the recognition that national security depends on an international effort to maintain an equitable and stable international order.” This year’s theme for the annual policy conference, Canada’s Commitment to World Peace, took us back to the requisites for a peaceful world – for “an equitable and stable international order” – and examined them in the light of today’s challenges.
Veterans Affairs Canada Evaluation of the Community War Memorial Program - February 2015

The evaluation of the Community War Memorial Program (CWMP) was conducted to address the requirement for full evaluation coverage, as per the *Financial Administration Act* and Treasury Board's 2009 Directive on the Evaluation Function. An evaluation of the CWMP was also required prior to its specified end date of March 31, 2015 to inform future decision-making on this program, or similar programs within the Government of Canada. The purpose of the Program is to provide a method through which VAC can extend its reach in delivering its mandate regarding commemorative activities. The Program provides non-repayable contributions of up to 50% of the total project costs associated with building a new cenotaph/monument or a major addition to an existing one to a maximum of $50,000 per project. The Program provides funding to various recipients including registered charitable organizations, provinces, territories and municipalities. Funds are reimbursed for eligible capital costs incurred, based on valid receipts. Delivery is in the form of a contribution payment and therefore requires a written funding agreement between VAC and the recipient.

The Action Plan's progress is monitored through qualitative and quantitative performance measures and summarized in an annual progress report. The annual progress report is developed through self-assessment and reporting by responsible divisions, and is reviewed by an Advisory Group, comprising Indigenous and non-Indigenous employees.
