The Government thanks the Standing Committee on Foreign Affairs and International T rade for its June report entitled Canada and the Future of the World T rade Organization. The Committee’s work plays an important role in preparing Canada for future trade negotiations at the World T rade Organization (WTO) and has clearly demonstrated the value to the Government of its commitment to consult with Canadians from all parts of the country and from all walks of life. The impact of the forces of globalization on the international economy and the world trading system has been profound, and will certainly continue. Improvements in telecommunications and information technology, changes in business practices, and other developments have unleashed tremendous trade and investment opportunities. As a result, Canadians are selling, exploring, investing, and consulting in all corners of the world as never before. Selling the goods and services we produce in the global market promotes economic growth in Canada, creates jobs for Canadians, projects Canadian values abroad, and strengthens the fabric of our society at home.

It is now forty-two years since the first volume in the series Documents on Canadian external relations (DCER) was published. To date, twenty- seven volumes have been completed, covering the period from the founding of the Department of External Affairs in 1909 up to 1960. They amply document the political issues that occupied Canada’s diplomats during those years, but inevitably, for reasons of space, many fascinating accounts showing the more human side of life in the department had to be excluded. This book combines some of the most vividly written and interesting documents from the published volumes, other more personal and colourful items selected from the wealth of material held at Library and Archives Canada, more recent records taken both from archival holdings and from the files still retained by Foreign Affairs and International Trade Canada, and a few articles that first appeared in the magazine bout de papier.

The Strategic Counsel (TSC) is pleased to provide this report to Global Affairs Canada (GAC) following completion of a comprehensive qualitative and quantitative research study among Canadian citizens who travel internationally for business and/or pleasure, as well as other types of activities such as volunteer commitments or study, as well as with travel professionals. The 2018 study provides an update to previous research studies undertaken by The Strategic Counsel with Canadians traveling internationally in 2007 and 2008, although the current study contains many new areas of questioning to reflect a significant refocusing of the research objectives"--Executive summary."

International assistance is a key component of Canada's foreign policy, but the work that Canada does to support developing countries can seem disconnected from the everyday lives of Canadians at home. To effectively bridge the gap between Canadians' experiences and issues happening thousands of kilometres away, Global Affairs Canada requires a solid understanding of how the Canadian public views international assistance and global issues. Global Affairs Canada would also benefit from knowing how the views of Canadians compare to those of people in other like-minded countries. This will enable Global Affairs Canada to make evidence-based decisions about how they frame communications messages, announcements, programs and policies"--Summary, page 4."

In writing this report, the authors wish to provide both some fresh ideas, from outside of government, about the concept of human security in practical terms for government officials, as well as highlight some of the profound theoretical questions such a paradigmatic shift poses for academics, particularly scholars of International Relations theory. While the ideas came out of the discussions held, the organization of this material, and the themes drawn from the discussion are the sole responsibility of the authors.
