The purpose of this document is to provide requirements and guidance to licensees and applicantsfor developing a safety case and supporting safety assessment activities pertaining to the disposal of all classes of radioactive waste.

This document provides information on the framework for radioactive waste management and decommissioning in Canada. It describes the philosophy underlying the CNSC’s approach to regulating the management of radioactive waste and the decommissioning of facilities, and explains the principles taken into account in CNSC regulatory decisions. This regulatory document sets out requirements and guidance for reports and notifications that licensees of waste nuclear substances, Class II nuclear facilities and users of prescribed equipment, nuclear substances and radiation devices must submit to the Canadian Nuclear Safety Commission (CNSC). Additionally, it provides guidance on the interpretation and scope of application of these requirements in the context of Class II nuclear facilities, nuclear substances and radiation devicesand waste nuclear substance licensees. Further to the reporting requirements set by the NSCA and the regulations, a licence may contain any term or condition that identifies a reporting requirement and the time frame for submitting the report. This document provides guidance on these licence conditions, including the submission of an annual compliance report (ACR).

Regulatory document REGDOC-1.6.2, Developing and Implementing an Effective Radiation Protection Program for Nuclear Substances and Radiation Devices Licences provides guidance to nuclear substances and radiation devices licensees and applicants on the development, implementation, management and assessment of their radiation protection programs.

This regulatory document provides requirements and guidance regarding the planning and preparation for as well as the execution and completion of decommissioning. The CNSC defines decommissioning as the administrative and technical actions taken to allow the removal of some or all of the regulatory controls from a facility, location or site where nuclear substances are managed, used, possessed or stored. Decommissioning actions are the procedures, processes and work activities (e.g., storage with surveillance, decontamination, dismantling or cleanup) that are taken to retire a facility, location or site from service with due regard for the health and safety of people and the environment.
