Marine mammal interactions at British Columbia marine finfish aquaculture sites
Marine mammal predator control is governed by the Marine Mammal Regulations under the Fisheries Act. Records of marine mammal mortalities are maintained and results reported publicly. Additional licences can be obtained for control of other species. Fisheries and Oceans Canada works with industry to improve marine mammal deterrent and control measures. At present, the most common system includes anti-predator netting that surrounds the facility structure on all sides and from below. Fisheries and Oceans Canada biologists conduct site audits and inspections to ensure that licence holders are complying with their licence conditions and implementing elements of their predator management plans. Aquaculture facilities must report marine mammal fatalities to Fisheries and Oceans Canada.

Marine mammal interactions with trawl gear

Underwater video technology was used to observe marine mammal interactions (seals, in particular Australian fur seals) within midwater trawl nets. A camera system was placed inside the trawl net in the vicinity of a Seal Excluder Device, designed to prevent megafauna from entering the codend of the net and provide an escape point. Digital video data was described according to a range of operational, catch and interaction fields, and made time-specific to each trawl shot. Data is linked to commercial catch and effort data providing operational, environmental and catch information.

The Southeast Fisheries Science Center Mississippi Laboratories is responsible for new gear development and testing to reduce bycatch and incidental interactions of protected species. In 2003, gear taken from a Bryde’s whale was sent for identification and to provide details on the possible origin of the interaction. This exercise prompted an initiative by the Southeast Regional Office and the SEFSC to develop a gear repository for the Southeast region. Soon thereafter a database was created to track all reported human interactions with marine mammals. Fishing gear and other articles from human interactions are collected by the Southeast Marine Mammal Stranding Network and shipped to the gear repository for analysis and archiving. The gear is reviewed by staff gear experts that have a background in the particular fishery or commercial/recreational application.

The Office of National Marine Sanctuary Program (ONMS) updates and revises the management plans for each of its 13 sanctuaries. This process, which is open to the public, enables each site to revisit the reasons for sanctuary designation and assess whether they are meeting their goals, as well as to set new goals consistent with the mandates of the National Marine Sanctuaries Act. Issues raised by the public during this process are evaluated and a determination is made as to whether they will be incorporated into the updated plan. Many of these issues focus on topics such as the implementation of marine zoning or sanctuary boundary adjustments, both of which require information on the distribution of resources within and around the sanctuary. Recognizing this, ONMS and NOAA's National Centers for Coastal Ocean Science (NCCOS) formalized an agreement to collaborate in the revision process by developing such information through a series of biogeographic assessments conducted in selected sanctuaries. The resulting products are then supplied to sanctuary managers and staff for use in the policy and decision making process. This collaborative effort began along the west coast of the U.S. with the Cordell Bank, Gulf of Farallones, and Monterey Bay national marine sanctuaries, and is herein centered on the Channel Islands National Marine Sanctuary (CINMS).
