Detailed results from the Algorithmic Impact Assessment (AIA) for Veterans Affairs Canada's Claim Summary Tool (CST). The Claim Summary Tool (CST) is an artificial intelligence (AI)-enabled tool used by Veterans Affairs Canada (VAC) to support the review of Disability Benefit applications and get decisions to Veterans sooner. For many Veterans, applications involve large volumes of medical records and service documents. The CST helps organize this information by producing a structured summary with links to original source documents that highlights key details so decision makers can review applications and supporting documentation more efficiently and consistently. This helps VAC reduce processing time and supports timely decisions for Veterans. The CST does not make decisions, determine eligibility, or replace human judgement. VAC employees always review the information and make the final decision on every application. The CST operates only within VAC’s secure systems. The tool does not learn from, store, reuse, or send personal information outside Canada and is managed with strong privacy, security, compliance, and quality controls to protect Veterans’ information at all times. The CST follows all Government of Canada requirements for the responsible use of AI. This includes transparency, human oversight, privacy protection, and ongoing monitoring to ensure the tool continues to work accurately and as intended.

As part of its Human Capital Management Portfolio, Public Services and Procurement Canada (PSPC) is launching production of the Compensation Virtual Assistant (CVA). The CVA is a search tool that validates Compensation Advisors inquiries against approved policies and generates clear, structured summaries including links to the original document. This reduces the time required to review and resolve pay cases and minimizes the need for manual searches through multiple documents such as Collective Bargaining Agreements, Terms & Conditions, Directives, and Pay Rate Implementation Bulletins. By minimizing repetitive manual searches across policies and collective agreements, the Compensation Virtual Assistant tool enables Compensation Advisors to focus on complex or sensitive files, improving both the quality and timeliness of case resolution. Ultimately, the Compensation Virtual Assistant improves the pay experience for public servants by supporting more efficient, accurate, and consistent case handling, thereby reinforcing confidence in the pay system across the Government of Canada.

The Veterans Affairs Canada (VAC) Disability Benefits Program provides eligible Veterans and other qualified individuals with benefits under the Pension Act and the Canadian Forces Members and Veterans Re-establishment and Compensation Act. Hearing Loss is the most claimed service-related medical condition under each of these Acts. In September 2014, in response to findings presented to the Minister regarding the number of Hearing Loss claims being approved in one region of Nova Scotia, the Minister requested an audit of Hearing Loss decisions be conducted by VAC’s Audit and Evaluation Division. The objective of this audit was to assess Veterans Affairs Canada’s compliance of Hearing Loss first decisions with applicable legislation, regulations, policies and processes. The scope covered Hearing Loss first decisions for Nova Scotia applicants that had a favourable or unfavourable decision rendered between April 1, 2012 and August 31, 2014.

The Veterans Affairs Canada Health Care Benefits Program provides eligible Veterans and other qualified individuals with benefits and services, such as medical, surgical and dental care, prosthetic devices and home adaptations, through 14 Programs of Choice. Program of Choice 13 – Special Equipment – includes any device or aid which is designed to enable the user to cope with the effects of a disease, disorder or injury, by facilitating medical stabilization, assisting in the performance of activities of daily living and restoring their function. Examples include emergency call devices, wheelchairs, walkers, power mobility devices, transfer/lift devices, and ergonomic equipment. The objective of this audit was to assess Veterans Affairs Canada’s management control framework and compliance with applicable policies and processes. The scope covered April 1, 2012, to March 31, 2013.

The War Veterans Allowance (WVA) Program, which began in 1930, provides monthly financial support to low-income war service Veterans and civilians (e.g., Overseas Welfare Workers, Auxiliary Services Personnel) or their survivors/dependents to help them meet their basic needs. The Career Transition Services (CTS) Program evaluation was conducted in accordance with Veterans Affairs Canada’s (VAC) approved Multi-Year Risk-Based Evaluation Plan 2012-17. The Terms and Conditions of CTS were valid until March 31, 2016. The Career Transition Services Program was established in 2006 under the authority of the Canadian Forces Members and Veterans Re-establishment and Compensation Act. Policies and practices have been modified over the years but its essential mission has remained unchanged; i.e., to provide eligible Veterans and survivors with practical help finding a job as they transition from military to civilian life. CTS reimburses costs for services such as career counselling, job-search training and job-finding assistance for eligible Veterans and survivors to a lifetime maximum of $1,000 (including tax). The current program design differs from that originally established in 2006 with respect to eligibility, dollar limits and service providers. The evaluation examined the relevance and performance of the Career Transition Services Program, and was conducted in accordance with Treasury Board of Canada Secretariat (TBS) policy requirements and related TBS guidance. The evaluation findings and conclusions are based on the analysis of multiple lines of qualitative and quantitative evidence.
