On June 1, 2023, the Government of Canada finalized the process to produce the latest version of A Guide to Canada's Export Control List (the Guide). The new version of the Guide will bring into force the commitments Canada has made in the various multilateral export control regimes up to January 1, 2023.

This document answers questions asked during the on-line and in-person consultations on strengthening Canada’s export controls. It is intended to provide further clarity on the new processes and obligations stemming from Canada’s accession to the Arms Trade Treaty (ATT). Bill C-47 proposes legislative amendments to the EIPA and one section of the Criminal Code that would regulate brokering and create a legal requirement to take into account a number of considerations before authorizing the export of arms.

In November 2018, the Minister of Foreign Affairs publicly announced that, following the murder of Saudi journalist Jamal Khashoggi, Canada was conducting a review of all export permits to the Kingdom of Saudi Arabia (KSA). The Minister further announced that, pending the completion of this review, no new permits would be issued for exports to KSA. Accordingly, from November 2018 to December 2019, the Department conducted a review of all existing export permits for goods and technology controlled under the Export and Import Permits Act (EIPA) destined to KSA. In parallel, the Department has continued to assess each new individual export permit application received since November 2018 for such goods and technology on a case-by-case basis.
