Wastewater discharges are regulated by the Water Board. Those regulated are generally required to submit Self-Monitoring Reports to the State or Regional Water Board. Some dischargers submit their reports through the electronic Self-Monitoring Report (eSMR) module of the California Integrated Water Quality System (CIWQS). Generally these are for discharges into surface waters regulated by an individual National Pollutant Discharge Elimination System (NPDES) permit, though other dischargers may be included in this dataset as well. This dataset are the monitoring results that have been submitted as data points after the submitters have been approved for electronic submittals (i.e. after the "all electronic date"). Note that this dataset does not include records where the sampling date falls outside of the years shown below. The excluded records include: records where the sampling date is missing, records where the sampling date is invalid (e.g., records with sampling dates in the future or unreasonably far in the past), and records for samples taken prior to year 2006. The excluded records represent approximately 0.1% of all records in the complete eSMR dataset.

The Interagency Ecological Program’s (IEP) Environmental Monitoring Program (EMP) was initiated in compliance with the Water Right Decision D-1379 (now mandated by Water Right Decision D-1641) and has monitored discrete water quality and nutrients in the upper San Francisco Estuary since 1975. The objectives of the EMP are to obtain consistent and accurate monthly data at established monitoring stations, provide and document information necessary to achieve compliance with salinity, flow, and dissolved oxygen standards, and to report this information for the purpose of management and conservation of the upper San Francisco Estuary. While the EMP also collects biological data, this dataset only includes the discrete water quality and nutrient data collected by the EMP from 1975-2021. All water right holders are required to submit an annual report including information related to the measurement devices and measurement methods associated with the diversion or storage of water. Each row correspond with a unique annual report-water right id-and measurement device ID combination and its associated data. This file is in flat file format and may not include all information associated to a water right such all uses and seasons or the amounts reported used for every month.
