Allotments and Allocations
This dataset contains annual Rio Grande Project surface-water allotments and diversion allocations from 1940 through 2014 to lands within New Mexico, Texas, and Mexico. Allotment and allocation values were extracted from the Allocation spreadsheet (Ferguson, I., Bureau of Reclamation, written commun., 2016). Allotment values are presented in units of acre-feet per acre. Allocation values are presented in units of acre-feet.

This dataset contains annual agricultural groundwater pumping values in 1975 for Doña Ana County; in 1980, 1985, 1990, 1994, 1995, 2000, 2005, and 2010 for Doña Ana and Sierra Counties; and in 2009, 2011, 2012, 2013, and 2014 for the Lower Rio Grande Water Master District in New Mexico. Groundwater pumping values were extracted from Sorensen (1977), Sorensen (1982), Wilson (1986), Wilson (1992), Wilson and Lucero (1998), Wilson and others (2003), Longworth and others (2008), Stangl (2010), Longworth and others (2013), Serrano (2014), and Serrano (2015). Groundwater pumping values are presented in units of acre-feet.

This tabular dataset represents monthly flow at 61 surface-water points of diversion used to route flow in the Streamflow-Routing (SFR) Package for MODFLOW-One-Water Hydrologic Flow Model in the Rio Grande Transboundary Integrated Hydrologic Model (RGTIHM). Thirty-one of the 61 diversion points represent surface-water deliveries to combined groundwater and surface-water water balance subregions (WBS), and the remaining 30 diversion points represent diversions to canals and laterals along the surface-water conveyance network. Flow in this tabular dataset is specified monthly at each diversion point as either a rate (volume per time) in cubic feet per day, or as a fractional split from the simulated flow in the upstream segment. See the Div_ID attribute in the RGTIHM_SFR_Diversion_Pts and RGTIHM_SFR_Segments feature classes for the location of the points of diversion and the downstream segment to which the flow was routed, respectively.
Groundwater Withdrawals from the Rio Grande Alluvium, Hueco Bolson, and Mesilla Basin aquifers in El Paso and Hudspeth Counties, Texas, 1980 to 2018

This data release contains compiled groundwater-withdrawal data from 1980 to 2018 for the Hueco Bolson, Mesilla Basin, and the Rio Grande alluvium in El Paso and Hudspeth Counties, Texas. The Hueco Bolson and Mesilla Basin are major aquifers in Texas. The Hueco Bolson part of the aquifer is located east of the Franklin mountains, and the Mesilla Basin part of the aquifer is west of the Franklin mountains and extends west into New Mexico (George and others, 2019d). Most groundwater-withdrawal volumes were distributed to wells and separated into water-use categories. The data were compiled, distributed, and categorized as part of the U.S. Geological Survey's involvement in the Transboundary Aquifer Assessment Program. The Transboundary Aquifer Assessment Act was originally signed into law as Public Law 109-448 by the 109th United States Congress in 2006. This law directed the Secretary of Interior to establish a U.S.-Mexico Transboundary Aquifer Assessment Program (TAAP) to systematically assess priority aquifers along the U.S.-Mexico international boundary. The priority aquifers that were specified include the Hueco Bolson and Mesilla Basin in Texas and New Mexico, and the Santa Cruz and San Pedro aquifers in Arizona. The Rio Grande alluvium overlies older basin fill material and is considered part of the Mesilla Basin alluvial aquifer (Ryder, 1996). The TAAP was established in 2009 after binational negotiations led to the signing of the "Joint Report of the Principal Engineers Regarding the Joint Cooperative Process United States-Mexico for the Transboundary Aquifer Assessment Program" (International Boundary and Water Commission, 2009; U.S. Geological Survey, 2019). TAAP research in the United States is a collaborative effort between the U.S. Geological Survey, Arizona Water Resources Research Center, New Mexico Water Resources Research Institute, and the Texas Water Resources Institute (U.S. Geological Survey, 2019).

This tabular dataset represents monthly flow at 18 surface-water inflow points used as input into the Streamflow-Routing (SFR) Package for MODFLOW-One-Water Hydrologic Flow Model in the Rio Grande Transboundary Integrated Hydrologic Model (RGTIHM). Fourteen of the inflow points represent wastewater treatment plant (WWTP)/water reclamation plant outfalls, two of the inflow points represent electric plant outfalls, and the remaining two inflow points represent gaged Rio Grande below Caballo Reservoir and Bonita Lateral flows near the beginning of the SFR network within the RGTIHM. Flow in this tabular dataset is specified monthly at each inflow point as a rate (volume per time) in units of cubic feet per day. See the Inflow_ID attribute in the RGTIHM_SFR_Inflow_Pts and Inflw_ID attribute in the RGTIHM_SFR_Segments feature classes for the location of the points of inflow and the segment to which the flow was applied, respectively.
