NWFSC Observer programs are the most comprehensive fishery dependent data collection system for total mortality estimation, protected species monitoring and discard data for stock assessments. Observer data is also used to track quotas in-season for the catch share IFQ fishery. The numerous observer program total mortality and bycatch reports are used by agency and council staff for management of federal and state fisheries on the west coast of the US. Observer program bycatch reports, data collection and research activities are also used to manage ESA listed species and fulfill Biological Opinion obligations. Information on observers, such as deployment history, address, phone, email, emergency contacts, pictures and material that supports them meeting required standards (transcripts, statement of criminal history).

The purpose of the Fisheries One-Stop-Shop (FOSS) is to make fisheries dependent information readily available to fisheries managers, scientists and the American public at a national as well as regional level. Collection and management of fisheries dependent data are distributed throughout NOAA Fisheries, State Fisheries, management agencies and regional Fisheries Information Networks (FINs). The distributed nature of NOAA Fisheries information systems, differences in collection authorities and confidentiality requirements increases the importance of this flexible technical architecture that can meet the changing needs for information at national, regional and local levels of resolution. At the same time, the technical architecture is scalable to meet enterprise wide requirements for management of other types of fisheries data and fisheries independent data. Currently available via FOSS are the summarized, non-confidential, annual Commercial Landings by state as provided through the Atlantic Coastal Cooperative Statistics Program (ACCSP), the Gulf of Mexico Fisheries Information Network (GulfFIN). Recreational Landings estimates are available and provided via NMFS Headquarters. In FY2011, FOSS will be expanded to include all commercial landings nationally.
Observer Preliminary Database (OBPRELIM)

Paper logs are the primary data collection tool used by observers of the Northeast Fisheries Observer Program and Industry Funded Scallop Program deployed on commercial fishing vessels. Data collected on paper logs are used to enter critical data fields into a web-based data entry program, OBPRELIM, and loads data directly into Oracle tables. OBPRELIM is used to enter trip, incidental take, and haul level data for in-season quota monitored fisheries and discard log data for the herring and longfin squid fisheries to track slippage events. OBPRELIM contains built in audit checks to increase data quality. OBPRELIM is also used for post-entry Fisheries Sampling Branch processing and verification.
