APS 5.2 Outcomes: Recidivism by County FY2015-2024
Recidivism is a measure of the APS clients with investigations closed in a particular fiscal year, who had a separate investigation opened in the same fiscal year. To protect the identities of clients in counties with very small populations, data from counties with between 1 and 5 cases of Recidivism are displayed as "1-5", and no Recidivism % is provided. Additionally, these counties will be unavailable on the Ranking, Trends, and Gender Balance charts for fiscal years in which they have 5 or fewer cases of Recidivism. Recidivism is calculated as a percentage of all alleged victims and child principals in alternative response and investigation stages, who did not receive any ongoing services, who had a subsequent confirmed allegation, or case open for ongoing services within 12 months. Numerator: Number of children who have a confirmed allegation in an investigation or an open family preservation or substitute care stage within 12 months of a closed investigation or alternative response stage with no ongoing services. Denominator: Number of alleged and confirmed victims in investigations (excluding admin closures) and alternative response stages closed 12 months prior with no ongoing services.

The key metric of recidivism for Maryland and for the Department of Public Safety and Correctional Services (DPSCS) is the cumulative percentage of releasees who return to Corrections within three years. Since the start of the O'Malley-Brown administration we have driven down recidivism rates at a record pace. This dataset shows how many releasees return to Corrections within one, two, and three years of release. DPSCS's Office of Grants Policy and Statistics (GPS) publishes these data annually in their Repeat Incarceration Supervision Cycle (RISC) reports. The newest data were published in August 2013. Data for FY 2012 are scheduled to be released in summer 2014.

Recidivism is calculated as a percentage of all alleged perpetrators in abuse/neglect investigations closed without services who were a confirmed perpetrator within 12 months after the prior investigation was closed without services. Calculating this way, for example, the Fiscal Year 2019 rate reflects recidivism of alleged perpetrators in investigations closed without services in Fiscal Year 2018, the Fiscal Year 2018 rate reflects recidivism among alleged perpetrators in investigations closed without services in 2017, and so on.

This study seeks to examine important components of our nation's sex offender tracking and monitoring systems, with a focus on risk assessment and sexual recidivism (measured by re-arrest). Data were collected from 1,789 adult sex offenders in the following states. Florida: 500 cases Minnesota: 500 cases New Jersey: 291 cases South Carolina: 498 cases The data file contains another 551 cases from the state of Massachusetts. However, due to how and when those cases were identified they were not included in the Principal Investigator's focus and analysis. There are also another 151 cases where a study participant's state is missing. Total there are 2,491 cases and 1,947 variables.
