This multi-method, multi-site study aimed to increase scientific knowledge on the population size, needs, characteristics, and criminal justice experiences of youth who are involved in exchanging sex for money, food, housing, drugs, or other goods. Youth interviews were conducted in each of six geographically diverse research sites, as well as interviews with social service and law enforcement agency staff in four of the sites. In addition, state-level data on prostitution arrests of youth under the age of 18 and case-level data on prostitution arrests of youth under the age of 24 in the six research sites were obtained, but are not included in this collection. The collection includes one SPSS data file, Youth_in_the_Sex_Trade_Final_Quantitative_Dataset.sav (n=949, vars= 88). The qualitative data are not available as part of this collection at this time.

This study was a process evaluation of three programs funded by the U.S. Department of Justice (DOJ) Office for Victims of Crime (OVC) to identify and provide services to victims of sex and labor trafficking who are U.S citizens and lawful permanent residents (LPR) under the age of 18. The three programs evaluated in this study were: The Standing Against Global Exploitation Everywhere (SAGE) Project The Salvation Army Trafficking Outreach Program and Intervention Techniques (STOP-IT) program The Streetwork Project at Safe Horizon The goals of the evaluation were to document program implementation in the three programs, identify promising practices for service delivery programs, and inform delivery of current and future efforts by the programs to serve this population. The evaluation examined young people served by the programs, their service needs and services delivered by the programs, the experiences of young people and staff with the programs, and programs' efforts to strengthen community response to trafficked youth.
Evaluation and Dissemination of a Screening Tool to Improve the Identification of Trafficking Victims in the United States, 2012-2013

The screening tool was administered by the victim service providers at regular intakes or subsequent interview sessions between July 2012 and June 2013. Service providers were instructed to invite any potential trafficking victims, that is persons who may have been trafficked or subject to similar crimes, whom they judge to be emotionally stable enough to participate. Status as a trafficking victim did not have to be determined in advance of the interview, since a mix of trafficked and non-trafficked clients in the study sample was necessary to establish the validity and predictive ability of the screening tool.Researchers also conducted confidential case file reviews during site visits at partner agencies, and in-depth interviews with service providers (n = 12 from 11 agencies), clients (n = 7 from 6 agencies) and key informant interviews (n = 12) with law enforcement officers, prosecutors and probation officers.

This study represents the first comprehensive national assessment of law enforcement uses of and perspectives on sex offender registration and notification (SORN) systems. The two-year, mixed-method study featured collection and analysis of interview data from over two-dozen jurisdictions, and administration of a nationwide survey of law enforcement professionals. The study examined ways in which law enforcement leaders, uniformed staff, and civilian staff engaged in SORN-related duties perceive SORN's roles and functions, general effectiveness, and informational utility. Additionally, the study elicited law enforcement perspectives related to promising SORN and related sex offender management practices, perceived barriers and challenges to effectiveness, and policy reform priorities. This collection includes two SPSS data files and one SPSS syntax file: "LE Qualitative Data.sav" with 55 variables and 101 cases, "LE Quantitative Data-ICPSR.sav" with 201 variables and 1402 cases and "LE Quantitative Data Syntax.sps". Qualitative data from interviews conducted with law enorcement professionals are not available at this time.

After a decade of efforts to combat human trafficking in the United States through legislation, law enforcement, victim services, and public awareness, it was critical to begin to assess what legislative, legal, and civic responses have been most effective in achieving the desired outcome of reducing opportunities and instances of human trafficking. This study began to fill gaps in the understanding of effective anti-trafficking responses by evaluating three strategic platforms to combat human trafficking in the United States. Researchers examined the effectiveness of state-level human trafficking legislation. Investigators described how state human trafficking laws have been used to prosecute human trafficking offenders. Researchers explored public opinion on human trafficking through a nationally representative survey containing embedded experiments. The collection includes 2 Stata data files: (1) Effective Countertrafficking Law_Legislation Dataset.dta (n=500; 32 variables) and (2) Effective Countertrafficking_State Case Data-ICPSR.dta (n=479; 109 variables). Data from the public opinion survey are not available at this time.
Prostitution, Human Trafficking, and Victim Identification: Establishing an Evidence-Based Foundation for a Specialized Criminal Justice Response, New York City, 2015-2016

Also interviewed were twenty-eight criminal justice policymakers, practitioners, and community representatives affiliated with New York City's Human Trafficking Intervention Courts (HTICs). Clients of Street Prostitutes in Portland, Oregon, San Francisco and Santa Clara, California, and Las Vegas, Nevada, 1996-1999

These data were collected to examine the background characteristics, attitudes, and reported behaviors of arrested clients of prostitutes, with particular attention to the issue of violence against women. Client intervention programs in four cities provided opportunities for gathering information from men arrested for trying to hire street prostitutes. For the study, a detailed anonymous questionnaire was administered to men before the beginning of every client intervention workshop in San Francisco, California, and Portland, Oregon. The questionnaire was also administered at a small program in Santa Clara, California, which was modeled after the San Francisco program. During the course of the study, the Portland program ceased operations and a new program began in Las Vegas, which became a significant source of data. Men were asked about their sexual behavior, including the number and type of partners, frequency of sex, interest in pornography, age and circumstances of first sexual encounter with a prostitute, sexual acts performed with prostitutes, and condom use with prostitutes. Clients were also asked about their attitudes toward premarital sex, homosexual sex, extramarital sex, and sex between adults and children. Other questions probed men's views about prostitutes, the legality of prostitution, and violence against women. Background information gathered on clients included race, educational level, sexual orientation, marital status, work status, socioeconomic status, age, parents' marital status, history of sexual or physical abuse, military service, relationship history, and sexual preferences.

The Urban Institute, in collaboration with Tahirih Justice Center, sought to examine forced marriages in the United States via an exploratory study of the victimization experiences of those subjected to and threatened with forced marriage. The study also sought to begin to understand elements at the intersection of forced marriage with intimate partner and sexual violence, such as: how perpetrators threaten and actually force victims into marriages; the elements of force, fraud, or coercion in the tactics used to carry out victimization; other case demographics and dynamics (e.g., overseas marriages versus those in the United States); factors that put individuals at risk of forced marriage or that trigger or elevate their risk of related abuses; help-seeking behavior; the role of social, cultural, and religious norms in forced marriage; and the ability (or lack thereof) of service providers, school officials, and government agencies with protection mandates (law enforcement, child protection, and social workers) to screen for, and respond to, potential and reported cases of forced marriage. International and Domestic Trends in Sex Trafficking of Women in the United States, 1999-2000

This study by the Coalition Against Trafficking Women was the first to research both contemporary international and domestic trafficking of women for sexual exploitation in the United States and to include primary research information from interviews with trafficked and prostituted women in the sex industry. Telephone and personal interviews were conducted with people who had experience with or knowledge of sex trafficking in the United States. This data collection consists of the verbatim questions and responses from the following groups of individuals who were interviewed: (1) international and United States women who had been or were in the sex industry in the United States, (2) law enforcement officials who had experience and expertise in sex-industry related cases or immigration, (3) social service workers who provided services to women in prostitution or might have come into contact with women from the sex industry and those providing services to immigrant populations, and (4) health care workers who provided services to women in prostitution or who may have come into contact with women in the sex industry. The research framework was developed to follow the path of trafficked women from their hometown, through their experiences in the sex industry, to their present place in life. Information was collected on trafficked women's backgrounds, roles and activities while in the sex industry, how they were controlled, and how they coped with their situations. Respondents were also asked about experiences with recruiters, traffickers, pimps, and customers. Additional information was gathered on the respondents' views on policies regarding trafficking and prostitution, the organization of the sex industry, and health and legal aspects of the business. Questionnaires for each group of interviewees were constructed according to the topics about which each group would most likely have knowledge or experience.
Community-Level Influences on the Sentencing of Convicted Sex Offenders, Pennsylvania, 2004-2010

This study examined the extent to which contextual factors influenced variation in sex offender sentencing decisions. By law, Pennsylvania trial courts were required to submit all felony and misdemeanor convictions under the Pennsylvania Sentencing Guidelines to the Pennsylvania Commission on Sentencing on a yearly basis. These data were supplemented with county-level data from the American Community Survey, Administrative Office of Pennsylvania Courts' Annual Caseload Statistics of the Unified Judicial System of Pennsylvania, Associated Religion Data Archives, and Pennsylvania Department of State, Voter Registration Statistics Archives. The collection contains 1 SPSS data file (Cleaned-Data-2015-R2-CX-0039.sav (n=318048; 31 variables)). Demographic variables include gender, race, and defendant's age at sentencing.
