Each row is represent the unique investigation record and the associated inspections, enforcement actions, violations, complaints, the "Points of Investigation" (POI) and the associated water right Application ID (unique identifier for a water right). Not all investigations are associated to a water right so there may not be any water right associated to the investigation and one investigation may be associated with multiple points of investigations and multiple water right IDs. This file is in flat file LONG format and does not include all the information associated to a water right such all uses and seasons. This list includes detail information about every Point of Investigation (POI) water rights record in the State Water Resources Control Board's "Electronic Water Rights Information Management System" (EWRIMS) database. A Point of Investigation is the geographic area associated to a water right investigation. POI is a location of interest during an investigation and there may be several POIs in an investigation. Generally, POIs can be permit/license/statement PODs, places of use, point of alleged unauthorized diversion, place of alleged unauthorized use. Each row in the dataset corresponds with a unique Point of Investigation ID and its associated data. The list include basic summary information about the Water Right Investigation record, such as the type and status, the location of the Point of Investigation, the inspections and summary data associated with the electronic Water Right record. This file is in flat file format and may not include all information associated to a water right such all uses and seasons or the amounts reported used for every month. That information may be available in the associated flat files for each category.

A complaint may be filed against the holder of an application permit or license, or against a water user who does not appear to have a valid water right. Each row represents the unique complaint record and the associated investigations (inspections, enforcement actions, violations, the "Points of Investigation" (POI) and the associated water right Application ID will be available under the INVESTIGATIONS dataset). Not all complaints are associated to a water right so there may not be any water right associated to the complaint and one complaint may be associated with multiple complainants, multiple respondents and multiple water right IDs.
