Primary Written Language of Individuals Selecting Covered California Qualified Health Plan (QHP)
This dataset includes the primary written language of eligible individuals who selected and enrolled in a Covered California Qualified Health Plan (QHP) and identified their primary written language as English, Spanish, Traditional Chinese character, Korean, Vietnamese, Mandarin, Cantonese, Russian, Tagalog, Farsi, Arabic, Cambodian, Armenian, or Hmong, by reporting period. Covered California reported data is from the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS) and includes those who selected and enrolled in a QHP, and paid their first premium. This dataset is part of public reporting requirements set forth by the California Welfare and Institutions Code 14102.5.

This dataset contains statistically weighted estimates of the languages spoken by 47 key health workforce professions actively licensed in California as of July 1st, 2023. These metrics can be compared by US Census Bureau language group, workforce category, license type, time since license issue date (in years), and CHIS region.
Languages Spoken by Patients and Hospital-Based Providers in California

The dataset contains percentages of languages spoken for patient encounters in an inpatient setting, the emergency room, and hospital-based ambulatory surgery centers as well as languages spoken by the hospital-based workforce. There are also patient encounter-to-provider license ratios for each language by county. The patient encounter to provider license ratio can serve as an indicator for patient demand or need for services from a provider in a specific language. Smaller ratios indicate fewer patient encounters per provider license and less demand. Larger ratios of patient encounters per provider license indicate greater need for services in that language. This analysis features 45 languages that overlap between the patient-level data and health workforce data. These languages are grouped into the following language groups: African Languages, Asian and Pacific Islander Languages, European Languages, Middle Eastern Languages, Navajo Language, Spanish Language, and Sign Languages.

Applications Received For Insurance Affordability Programs Through Other Eligibility Pathways

The number of Insurance Affordability Programs (IAPs) applications received through other eligibility pathways. Other eligibility pathways include applications transferred through transition from Advanced Premium Tax Credits (APTC) to Medi-Cal, as well as applications submitted through Hospital Presumptive Eligibility (HPE), through Express Lane, or the Medi-Cal Access Program (MCAP) during a reporting period. APTC to Medi-Cal batch data is reported by CalHEERS and MEDS and consists of individuals who are no longer eligible for APTC but are eligible for Medi-Cal. Another eligibility pathway is Express Lane Eligibility (ELE), which is a program that waives the need for a Medi-Cal eligibility determination for 12 months if the individual is enrolled in CalFresh. Hospital Presumptive Eligibility (HPE) applications are submitted through qualified HPE Providers. ELE and HPE data are reported by DHCS and commencing with this report, MCAP applications are reported by MAXIMUS Inc. This dataset is part of public reporting requirements of set forth in the California Welfare and Institutions Code 14102.5.

The dataset presents the languages in each county that meet the threshold of 3,000 Medi-Cal beneficiaries or five percent (5%) of each county’s total Medi-Cal beneficiary population, whichever is lower. The data are quarterly (January, April, July, October) for January 2015 through most recent Quarter.
