Firms certified as Disadvantaged Business Enterprises (DBEs) by the New York State Department of Transportation, Metropolitan Transportation Authority, Niagara Frontier Transportation Authority and Port Authority of New York New Jersey are included in this dataset.

This dataset includes Pennsylvania Unified Certification Program (PA UCP) Firms certified as Airport Concessionaire Disadvantaged Business Enterprises (ACDBE)/Disadvantage Business Enterprises(DBEs) by the Department of Equity and Inclusion. It does not include all PA UCP certified businesses in Allegheny County. A complete list of firms certified by the PA UCP is available at [dotsbe.pa.gov](https://paucp.dbesystem.com/). Allegheny County is one of five certifying participant in the PA UCP. Firms wishing to be certified can do so at no cost through DEI. According to the Federal Department of Transportation, Disadvantaged Business Enterprises (DBE) are for-profit small business concerns where socially and economically disadvantaged individuals own at least a 51% interest and control management and daily business operations. To encourage participation in government contracting, these businesses can be eligible for contract set-asides and help organizations meet participation goals. To participate in these programs, a small business owned and controlled by socially and economically disadvantaged individuals must receive DBE certification from the relevant state– generally through the state Uniform Certification Program (UCP). The PA UCP is established in accordance with 49 CFR Part 26 and 49 CFR Part 23. More information can be found at [Electronic Code of Federal Regulations](https://www.ecfr.gov).
