This web feature service contains location and facility identification information from EPA's Facility Registry Service (FRS) for the subset of facilities that link to the Emission Inventory System (EIS). The Emission Inventory System (EIS) maintains an inventory of large stationary sources and voluntarily-reported smaller sources of air point pollution emitters. It contains information about facility sites and their physical location, emission units, emission processes, release points, control approaches, and regulations. Facility inventory data are kept separate from the emissions data and have stable identifiers to improve continuity from year to year and to help identify duplicate or missing facilities. FRS identifies and geospatially locates facilities, sites or places subject to environmental regulations or of environmental interest. Using vigorous verification and data management procedures, FRS integrates facility data from EPA's national program systems, other federal agencies, and State and tribal master facility records and provides EPA with a centrally managed, single source of comprehensive and authoritative information on facilities. The RBLC database contains case-specific information on the air pollution technologies that have been required to reduce the emission of air pollutions from stationary sources. RACT, or Reasonably Available Control Technology, is required on existing sources in areas that are not meeting national ambient air quality standards. BACT, or Best Available Control Technology, is required on major new or modified sources in clean areas. LAER, or Lowest Achievable Emission Rate, is required on major new or modified sources in non-attainment areas.
