FIRST - Freedom of Information Records System
The Freedom of Information Record System (FIRST) supports the processing of FOIA/PA requests from the public. It is used to scan and capture electronic copies of FOIA/PA request and response documents; create and manage cases based on requests; transfer requests to other USCIS units or other government agencies; locate, review, redact, and process requested documents or records for disclosure; create standard correspondence letters to the requestors; process payments; print final action letters and redacted responsive records. FIRST users are located within the National Records Center, where requests under the FOIA/PA are processed.

"The Freedom of Information Act (FOIA), 5 U.S.C. § 552, was enacted in 1966 and provides that any person has a right, enforceable in court, to obtain access to federal agency records, except to the extent that any portions of such records are protected from public disclosure by one of nine exemptions or by one of three special law enforcement record exclusions. The FOIA thus established a statutory right of public access to Executive Branch information in the federal government.
