Hawaii DAR Commercial Purchases
Hawaii law requires that fish dealers report all purchases made directly from fishers to the Hawaii Division of Aquatic Resources (DAR). The term "fish dealers" includes fish auctions, fish markets, stores, restaurants, or any business buying fish directly from fishers, and even fishers themselves if they peddle their own fish. In January 2000, DAR implemented a computerized data processing system for fish dealer data collected state-wide. From 2000 through 2019, most dealers submitted paper forms supplied by DAR while a few of the larger dealers provided data electronically. In June 2016, DAR launched a self reporting web application used by fishers who peddle their own fisher. In October 2019, DAR launched a self reporting web application for use by fish dealers buying fish directly from fishers. Currently the majority of sales are self reported.

Hawaii law requires that all fishers who take marine life for commercial purposes report their catch and effort to the Hawaii Division of Aquatic Resources (DAR). From 1948 through 2009, fishers submitted their effort and catch using paper forms supplied by DAR. The forms were revised multiple times over the years therefore the exact elements tracked depends on the year. In January 2010, DAR launched a self reporting web application to replace the paper forms. A minority of fishers still submit paper forms which are then entered into the web application by DAR staff. All data from 1948 through today has been migrated into a single modern database.

This database contains a time series of consumer-level prices for a sample of retail markets in Honolulu between 2007-2011. Data include weekly prices for fish species prevalent in Honolulu retail seafood markets. Additionally, each record contains information on the product form, origin of the fish (if known), labelling schemes, quality (where applicable), and the use of preservation methods (such as CO-treatment).

UFA Auction Sampling Data

Between 1984 January - 2002 June, personnel from NMFS/PIFSC/FRMD/FMB/FMAP and Hawaii Department of Aquatic Resources (DAR) conducted port sampling at the United Fishing Agency (UFA) Fish Auction. They recorded the total landing at the UFA Fish Auction, with a frequency of six times a week during the earlier years to twice a week during the later years. In 2000 January, DAR implemented a Dealer Data collection procedure that receives reports from the fish dealers that are more complete and covers more than just the auction. This Dealer Data takes the place of the UFA Sampling Data, and after a 2.5 year overlap, the collection of the UFA Sampling Data was discontinued in 2002 June. The DAR Dealer Data is archived and documented separately.

Data collected include fisher classification, vessel characteristics, levels of investment, trip-level expenditures, fishing behavior, market participation, social aspects of the fishery, and demographics. Additionally, attitudes and perceptions towards fisheries management agencies and current and future management tools are described.

Cost Earnings Data 2000 - Hawaii Longline

Between March 2001 and January 2002, available Hawaii pelagic longline vessel owners and/or operators were interviewed at Kewalo Basin and Honolulu Harbor to obtain cost and revenue information to support a cost-earnings analysis of this fleet. Any permitted Hawaii longline vessel that fished in 2000 and was in port during the interview period was approached. Survey questions focused on variable costs (costs incurred when the vessel actively fished) and fixed costs (costs incurred regardless of the number of trips the vessel took) as well as vessel characteristics, demographics, fishermen's comments, and the economic effects of recent management changes because of protected species issues. Operational and vessel costs were collected by personal interview with vessel owners, captains and crew. Revenue information was obtained from the Hawaii Department of Aquatic Resources commercial catch reports. In additon, commercial fishing industry members were also interviewed and provided pertinent ancillary information on the longline fleet. J. M. O'Malley and S.G. Pooley conducted this data collection.
