Human Capital Federal Integrated Business Framework (HC-FIBF)
The Human Capital Integrated Business Framework (HC-FIBF) is the main common standards product for Federal Human Capital Management. The HC-FIBF refers to the combined set of HC Service Delivery Standards across all Functions in the HCBRM; the term “Service Profile” refers to the HC Service Delivery Standards for each Function in the HCBRM. Each HC-FIBF Service Profile contains five components: Service Functions; Service Activities; Business Capabilities; Performance Metrics; and Business Use Case.
