Jacobabad Urban WASH Assessment: Community Mobilization for Health and Hygiene
The 2010 floods in Pakistan caused widespread damage to infrastructure in Jacobabad district in northern Sindh. In response, USAID committed $35 million to support the Government of Sindh’s Municipal Services Delivery Program (MSDP) to upgrade and rehabilitate water and sanitation infrastructure in Jacobabad. To complement the investment, USAID/Pakistan awarded the United Nations Children’s Fund (UNICEF) a Public International Organization grant to enhance citizen’s engagement in municipal service delivery and raise public awareness of health and hygiene issues. Through community mobilization and behavior change communication (BCC) interventions, the grant targeted 275,000 individuals in eight urban Union Councils (UCs) in Jacobabad, including 800 children in 10 schools. Under the grant, UNICEF established a three-tiered social mobilization structure that included: 1) 128 neighborhood committees, designed to raise awareness of WASH behaviors and garner support for WASH-related activities; 2) 16 ward committees, designed to compile grievances and concerns raised by the neighborhood committees and communicate these concerns to service providers; and 3) a city forum comprised of civil society activists and neighborhood committees, which serves as a platform for citizens to voice concerns to service providers and communicate directly with the city government. To support these activities, UNICEF, in collaboration with UN-Habitat, conducted two surveys: 1) a baseline household survey of WASH services and behaviors in Jacobabad city, and 2) a “Willingness to Pay for WASH Services” survey.

WASH for Health (W4H) Performance Evaluation 2019

The Water, Sanitation, and Hygiene for Health (W4H) Activity is a five-year (February 2015–September 2020) cooperative agreement implemented by Global Communities with the goal to accelerate sustainable improvement in water and sanitation access and improve hygiene behaviors in 15 target Metropolitan, Municipal, and District Assemblies (MMDAs). USAID/Ghana commissioned the USAID Water, Sanitation and Hygiene Partnerships and Learning for Sustainability (WASHPaLS) to undertake this performance evaluation at the start of the activity’s final year. The primary objectives of the evaluation were to: 1) inform both the implementing partner and USAID/Ghana if the approaches employed by Global Communities are successfully meeting the activity’s goal of expanding and ensuring sustainable access to water and sanitation services; 2) inform the need for any course corrections or reemphasis of priorities to the activity in its final year of implementation; and 3) assess the approach to and progress of implementation to inform future USAID/Ghana water, sanitation, and hygiene (WASH) programming. The evaluation’s emphasis on ensuring sustainability of the interventions is in line with the technical proposal, which notes that “W4H has been designed to foster long-term sustainable change in the way that communities and government interact to achieve gains in WASH.” The evaluation did not focus on review, validation, or verification of GC targets under the cooperative agreement nor on the internal organization (finance, management, and deployment of staff) of delivery.

Senegal USAID/PEPAM Ex-Post Evaluation Sanitation Survey Data

The PEPAM/USAID Ex-Post Evaluation data were collected to assess the sustainability of the Millennium Water and Sanitation Program in Senegal (PEPAM/USAID – Programme d’Eau Potable et d’Assainissement du Millénaire au Sénégal). Implemented from 2009–2014 by Research Triangle Institute (RTI) and a consortium of partners, PEPAM aimed to improve sustainable access to water, sanitation, and hygiene (WASH) in four regions of Senegal. The Senegal USAID/PEPAM Ex-Post Evaluation Sanitation Survey Dataset includes all survey data related to the household sanitation survey and household latrine direct observations.
