Monthly Motor Fuel
On a monthly basis, each State is required to report to the Federal Highway Administration (FHWA), the amount of gallons taxed by that state. This data is analyzed and compiled by FHWA staff. The data on the amount of on-highway fuel use for each State is then used to attribute federal revenue to each State. Yearly, the FHWA, Office of Policy, provides data from the previous year's data for use in the attribution process. The previous year data is used to provide States added time to review, allowing them to verify that the data report is correct and ready to be used in attribution.

This dataset offers insight on weekly fluctuation of the gasoline product supply, which is an important part of any analysis of construction trends, materials and operating costs associated with highway repair and construction, and changes in traffic volume. These data come directly from the Energy Information Administration (EIA) website. The EIA publishes the average daily amount of gasoline supplied in barrels, which HPPI converts to an average number of gallons of gasoline per week.

Tax rates on motor fuel by type and state from the U.S. Department of Transportation's Federal Highway Administrations' Monthly Motor Fuel Report, available at: https://www.fhwa.dot.gov/policyinformation/motorfuelhwy_trustfund.cfm All States levy volume taxes on gasoline and diesel fuel. Traditionally, State fuel tax rates could only be changed with legislation, but as of 2021, 10 States have variable rate motor fuel taxes. These taxes are adjusted at specified intervals annually, semi-annually, or quarterly. Adjustments to variable tax rates are announced by State tax agencies shortly before the effective date of the change. The fuel tax rate is collected annually and therefore the semi-annual and quarterly adjustments are not captured in the data.
