National Strategic Computing Reserve: A Blueprint
This report outlines a Federal proposal for setting up a National Strategic Computing Reserve (NSCR) that can be called on in times of national crisis to rapidly activate a multisector advanced computing reserve infrastructure that can speed solutions, and it defines a blueprint for operational and coordination structures that will support an NSCR implementation. The formation of the NSCR suggested in this document is based on the U.S. experience in 2020 of initiating and operating the COVID-19 High Performance Computing Consortium and a public Request for Information on Potential Concepts and Approaches for an NSCR.

The National Strategic Computing Initiative Update builds on the 2016 Strategic Computing Plan to enable focused and collaborative research, development, and deployment of future computing technologies to benefit the Nation. Realizing the successes of the National Strategic Computing Initiative to date, this update examines steps beyond those already implemented for realizing a computing ecosystem that combines heterogeneous computing systems (from extreme-scale to edge-centered systems and beyond) with the networking, hardware, software, data, and expertise required to support national security and defense as well as U.S. scientific, engineering, and economic leadership.

This strategic plan envisions a future advanced computing ecosystem that provides the foundation for continuing American leadership in science and engineering, economic competitiveness, and national security. It develops a whole-of-nation approach based on input from government, academia, nonprofits, and industry sectors, and builds on the objectives and recommendations of the 2019 National Strategic Computing Initiative Update: Pioneering the Future of Computing. This 2023 Federal Cybersecurity Research and Development Strategic Plan supersedes the 2019 Federal Cybersecurity Research and Development Strategic Plan. The Plan aims to coordinate and guide federally funded R&D in cybersecurity, including development of consensus-based standards and best practices. This Plan identifies five priority areas (human-centered cybersecurity, trustworthiness, cyber resilience, cybersecurity metrics, and cybersecurity research infrastructure) and three federal priority application scenarios (secure software and hardware supply chain, trustworthy artificial intelligence, and secure clean energy future) as the focusing structure for federal cybersecurity R&D activities and investments to benefit the nation.
