National Youth in Transition Database - Outcomes Survey
공공데이터포털
States report information from two reporting populations: (1) The Served Population which is information on all youth receiving at least one independent living services paid or provided by the Chafee Program agency, and (2) Youth completing the NYTD Survey. States survey youth regarding six outcomes: financial self-sufficiency, experience with homelessness, educational attainment, positive connections with adults, high-risk behaviors, and access to health insurance. States collect outcomes information by conducting a survey of youth in foster care on or around their 17th birthday, also referred to as the baseline population. States will track these youth as they age and conduct a new outcome survey on or around the youth's 19th birthday; and again on or around the youth's 21st birthday, also referred to as the follow-up population. States will collect outcomes information on these older youth at ages 19 or 21 regardless of their foster care status or whether they are still receiving independent living services from the State. Depending on the size of the State's foster care youth population, some States may conduct a random sample of the baseline population of the 17-year-olds that participate in the outcomes survey so that they can follow a smaller group of youth as they age. All States will collect and report outcome information on a new baseline population cohort every three years. Federal NYTD Reviewer Opportunity
공공데이터포털
The National Youth in Transition Database (NYTD) is a federal reporting system that collects information on youth transitioning out of foster care. States administering the John H. Chafee Foster Care Program for Successful Transition to Adulthood (Chafee) must report on the services provided to young people and also conduct a survey using a cohort methodology at ages 17, 19, and 21. Recognizing the integral role of young adults in successfully designing services and implementing a survey for young people, the Children’s Bureau has engaged young adults through the NYTD Reviewer program to guide this work. NYTD Reviewers are between the ages of 18 and 28, have lived experience with the child welfare system, and are interested in the use of data to inform system improvements. Three to four NYTD Reviewers participate as members of the federal monitoring team for each onsite review. NYTD is an opportunity to engage young people as partners in data collection, analysis, dissemination, and the use of data. As a member of the Federal Review Team, a NYTD Reviewer participates in all aspects of the review, including pre-onsite phase preparations, onsite review activities, and providing input on the Final Report findings and NYTD Improvement Plan. The following resources provide additional information about the qualifications and responsibilities of NYTD Reviewers: On behalf of the Children’s Bureau, JBS International, Inc.'s Child Welfare Compliance Reviews Team (CWCRT) maintains a national pool of NYTD Reviewers to support the Children’s Bureau in administering the federal NYTD Reviews. Given the highly technical nature of the NYTD Review process, young people gain knowledge by participating in a training for which they are compensated, and for which travel costs are covered. CWCRT also conducts other skills-based trainings periodically as needed. NYTD Reviewers receive reimbursement for participating in trainings, reviews, and other NYTD-related work. They also receive reimbursement for travel expenses, and a per diem rate for meals and incidental expenses. The following resources provide additional information for those interested in serving as a NYTD Reviewer: If you believe you are qualified to participate, please email CWCRT at cw-mail@jbsinternational.com for a NYTD Reviewer application packet. 공공데이터포털
This six-part video series provides an overview of the National Youth in Transition Database (NYTD) and the NYTD Review, a federal review conducted by the Children’s Bureau to assess how states collect and report data on young people transitioning out of foster care. Using whiteboard animation, the videos cover the history and implementation of NYTD, NYTD data collection and reporting, an introduction to the NYTD Review, the system demonstration and survey methodology, the case record review, and the stakeholder interviews. Part 1 of the “Introduction to NYTD” provides an overview, including background on why the database was developed and a timeline of the Children’s Bureau’s work with states to develop the NYTD. Part 2 of the “Introduction to NYTD” discusses the process by which states collect and report NYTD data in accordance with federal regulation. Part 3 provides an introduction to the NYTD Review, a process that evaluates how states collect and report data on young people in transition out of foster care. Part 4 provides an overview of two elements of the onsite phase of the NYTD Review: the system demonstration and the survey methodology review. Part 5 of the video series provides an overview of the case record review, an important element of the NYTD Review onsite phase. Part 6, the final video of this series, provides an overview of the stakeholder interviews, including young people focus groups, an important element of the NYTD Review onsite phase.
