Artificial Intelligence and Wireless Spectrum: Opportunities and Challenges
The Wireless Spectrum R&D Interagency Working Group workshop, Artificial Intelligence and Wireless Spectrum: Opportunities and Challenges, was held in August 2019 to explore the role of AI techniques to improve wireless spectrum use and management. The workshop underscored the opportunities and challenges facing next-generation wireless spectrum management in the areas of future communications networks, dynamic spectrum allocation and policy management, and spectrum sharing. AI technologies appear to have high potential for the wireless spectrum domain. However, there are fundamental challenges that need to be addressed. For example, AI-based solutions need to be well-defined, supported by the appropriate datasets, and able to be verified and validated. Continual acquisition and appropriate use of trustworthy, validated data and datasets will be critical components of both the opportunities and the challenges AI presents to wireless spectrum policy and management.

The Networking and Information Technology Research and Development (NITRD) Program`s Wireless Spectrum Research and Development (WSRD) Interagency Working Group (IWG), which is co-chaired by the National Telecommunications and Information Administration (NTIA) and the National Science Foundation (NSF), held a workshop, Security from a Wireless Spectrum Perspective: Technology Innovation and Policy Research Needs, on September 13, 2018, in Washington, DC. The purpose of the workshop was to share insights and build relationships across Federal agencies and between the public, private, and academic sectors on the topic of wireless mobile device security. The 35 workshop participants represented a balanced cross-section of stakeholders involved in, or impacted by, this area of research.

Advanced Wireless Test Platforms Team Information Request Report

This document is a compilation of self-reported information from Federal government agencies provided in response to an Advanced Wireless Test Platforms (AWTP) Information Request by the AWTP Team co-chairs in April 2021. The AWTP Team focuses on providing a forum for interagency coordination on wireless test platforms and encourages public-private partnerships. This report complements the November 2020 Federal Mobility Group (FMG) report, Framework to Conduct 5G Testing. The FMG report compiled information about equipment (hardware and software) for existing testbeds through a survey and about visits to laboratories owned or operated by equipment vendors, mobile network operators, universities, and Federal agencies. At that time, early 2020, none of the Federal laboratories had 5G capability. The AWTP effort builds on that work but is focused on 5G and beyond infrastructure directly owned or operated by Federal Government agencies. In addition to updating the FMG study, this effort includes near-term plans, access, and data sharing elements to help facilitate coordination and collaboration.

This report responds to the October 25, 2018, Presidential Memorandum on Developing a Sustainable Spectrum Strategy for America's Future and contains recommendations for prioritizing R&emp;D to advance radio frequency spectrum access and efficiency, as called for in Section 2(c) of the Memorandum. The report focuses on R&emp;D efforts to create a flexible R&emp;D environment that advances spectrum technologies to meet current and future spectrum requirements for the broad communications needs of the Nation. This report supports Administration spectrum goals by identifying spectrum R&emp;D priorities across Federal and private sectors for ongoing, increased, and new R&emp;D investments in both the near term (5-10 years) and the long term (greater than 10 years). The priorities report looks beyond only mobile and broadband communications to examine the entire spectrum ecosystem, including science and meteorological observations, radar, radiolocation, and navigation. The report considers the impact of R&emp;D across the electromagnetic spectrum, as well as emerging network architectures and application domains expected in the future that will rely on the existence of a reliable wireless communication system.

On June 4-6, 2019, the NSTC NITRD Program, in collaboration with the NSTC's MLAI Subcommittee, held a workshop to assess the research challenges and opportunities at the intersection of cybersecurity and artificial intelligence. The workshop brought together senior members of the government, academic, and industrial communities to discuss the current state of the art and future research needs, and to identify key research gaps. This report is a summary of those discussions, framed around research questions and possible topics for future research directions.
