This data set contains Outer Continental Shelf block outlines in ArcGIS shape file format for the BOEM Pacific Region. OCS blocks are used to define small geographic areas within an Official Protraction Diagram (OPD) for leasing and administrative purposes. These blocks have been clipped along the Submerged Lands Act (SLA) boundary and along the Continental Shelf Boundaries. OCS Lease Blocks that are currently leased from the federal government by industry for the purpose of development of traditional oil or gas energy products and may or may not be actively developed or producing. Leases in state waters are not included in this layer. The Outer Continental Shelf Lands Act (OCSLA) (43 U.S.C. 1331-1356a), as amended, authorizes the Secretary of the Interior to issue, on a competitive basis, leases for oil and gas, and sulfur, in submerged lands of the Outer Continental Shelf. The Act authorizes the Secretary to grant rights-of-way and easements through the submerged lands of the OCS. An OCS lease is an agreement that is issued under section 8 or maintained under section 6 of the Act and that authorizes exploration for, and development and production of, minerals on the OCS. The term also means the area covered by that agreement, whichever the context requires. The areas covered by the lease agreement consist of one or more OCS Lease Blocks, or any leasable portion thereof, bid upon as a single administrative unit, that will be part of a single lease. This data set contains the outlines for active federal oil and gas leases in the Pacific OCS Region. Last Updated January 19, 2022.

This data set contains Official Protraction Diagram (OPD) outlines in ESRI shapefile format. Atlantic Region OPDs are approximately 2 degrees wide by one degree high. OPDs are further subdivided into blocks that are 4800 x 4800 meters on a UTM plane (but this file does not include those blocks - only the OPD outline). Where the OPD hits the UTM zone boundary, that zone boundary will be a geodesic line - which will appear slightly curved on the UTM plane. OPDs are numbered using the United Nations International Map of the World Numbering System, and are generally named for land or hydrographic features contained within the limits of the diagram. These OPD outlines were clipped along the Submerged Lands Act Boundary (3 mile line), Continental Shelf Boundary (international boundaries), and the dividing line between the Gulf and Atlantic Regions. This product resulted from merging four regional datasets containing BOEM Planning Area outlines. The use of these Planning Areas makes it easier to refer to Official Protraction Diagrams (OPD) and individual blocks within a region. The Submerged Lands Act (SLA) boundary, along with the Continental Shelf Boundary (CSB), the Limit of Protraction were used to complete the polygons for the Planning Areas. Because GIS projection and topology functions can change or generalize coordinates, these GIS files are considered to be approximate and are NOT an OFFICIAL record for the exact block coordinates or areas. The Official Protraction Diagrams (OPDs) and Supplemental Official OCS Block Diagrams (SOBDs) serve as the legal definition for BOEM offshore boundary coordinates and area descriptions. If any discrepancies are found between these shapefiles and the OPDs and SOBDs, it is the OPD and SOBD diagrams which take precedence. The original datasets were developed in UTM. Here they are projected in WGS_1984_World_Mercator. As a result, any area values computed from this dataset may differ from the official BOEM areas.
