Pacific Coastal Salmon Recovery Fund
Congress established the Pacific Coastal Salmon Recovery Fund (PCSRF) to monitor the restoration and conservation of Pacific salmon and steelhead populations and their habitats. The states of Washington, Oregon, California, Idaho, and Alaska and the Pacific Coastal and Columbia River tribes receive Congressional PCSRF appropriations from NOAA Fisheries Service each year. Project status and performance information on all PCSRF projects funded to date is housed in the database.

Throughout the Pacific Northwest, stream habitat degradation has been cited as a factor contributing to the decline and ESA listing of of Pacific Salmon. Thus, stream habitat restoration is a major component of recovery plans as a method to increase salmon population productivity. Over 10 years after the majority of salmon listings we now have many datasets available to evaluate salmon habitat restoration placement, including our restoration projects database (Pacific Northwest Salmon Habitat Project Database), habitat assessments, salmon recovery plans, and spatial habitat mapping. By creating data dictionaries and metrics to standardize and analyze currently available datasets (e.g., restoration data, recovery plans, monitoring data, population abundance data) evaluations can be made to determine whether the right types of habitat actions are going in where they are most valuable. Further, a quantitative framework can be developed to link habitat conditions to fish population condition through stream restoration actions. This information can them be provided to local groups and agencies involved in salmon recovery to help inform the adaptive management process. NOAA Fisheries implemented a license limitation program for the trawl and fixed gear sectors of Pacific Coast commercial groundfish fishery on January 1, 1993. The agency issued federal fishing permits based on vessel catch histories. This limited entry program was designed to control the capacity of the groundfish fishing fleet by limiting the number of fishing vessels, limiting the number of vessels using each of the three specified gear types (trawl, trap/pot, longline), and limiting increases in harvest capacity by limiting vessel length. The Pacific Coast Groundfish Limited Entry Permit (LEP) authorizes the holder (owner of a vessel) to participate in the federal limited entry groundfish fishery in waters off of Washington, Oregon, and California. NOAA Fisheries no longer issues new LEPs. Any new entrant to the groundfish LEP fishery, must either purchase or lease an existing LEP. In addition, as part of the shorebased IFQ Fishery, NOAA Fisheries issues First Receiver Site Licenses (FRSL).

The Recovery Action Mapping Tool is a web map that allows users to visually interact with and query actions that were developed to recover species listed under the Endangered Species Act. This tool serves as a data portal to gather information about the work being done across a vast geographic area, and facilitate a better and broader understanding of species management. Implementers adjust recovery actions based on monitoring and research results, which highlight how well species are responding to actions and evolving local conditions.
Essential Fish Habitat, Pacific Salmon GIS Data

This file represents salmonid freshwater and estuarine Essential Fish Habitat (EFH) in the western United States. Congress, through the Magnuson-Stevens Act, defined EFH as "those waters and substrate necessary to fish for spawning, breeding, feeding, or growth to maturity." This dataset follows the federal codification of delineating EFH using 4th field Hydrologic Units. It spatially depicts designated EFH for Federally-managed Pacific salmon within freshwater and estuarine regions of California, Oregon, Washington, and Idaho. Areas above identified certain impassible dams are not designated EFH, and these have been removed from the 4th field Hydrologic Units. Only areas defined as EFH are present in this dataset. Each Hydrologic Unit polygon has been coded to indicate for which species of salmon (Chinook salmon, coho and/or pink) it represents EFH.

The following waterways, bottom and water of the waterways and adjacent riparian zones: The Sacramento River from Keswick Dam, Shasta County (River Mile 302) to Chipps Island (River Mile 0) at the westward margin of the Sacramento-San Joaquin Delta, all waters from Chipps Island westward to Carquinez Bridge, including Honker Bay, Grizzly Bay, Suisun Bay, and Carquinez Strait, all waters of San Pablo Bay westward of the Carquinez Bridge, and all waters of San Francisco Bay (north of the San Francisco/Oakland Bay Bridge) from San Pablo Bay to the Golden Gate Bridge.Adjacent riparian zones are those areas above a streambank that provide cover and shade to the nearshore aquatic areas. This designation does not include any estuarine sloughs.

In nearshore marine areas, critical habitat includes areas contiguous with the shoreline from the line of extreme high water out to a depth no greater than 30 meters relative to mean lower low water.See the final rule (70 FR 52630) for descriptions of areas excluded from this critical habitat designation. Military areas ineligible for designation (qualifying Integrated Natural Resource Management Plan) were not clipped out of the data. Excluded military areas (due to national security impacts) and Indian lands were not clipped out of the data.
