[DEPRECATED] San Francisco Municipal Energy Benchmarking
A. SUMMARY San Francisco’s Existing Buildings Energy Performance Ordinance requires owners of non-residential buildings over 10,000 square feet to annually benchmark and disclose energy performance. On behalf of City agencies, the San Francisco Public Utilities Commission (SFPUC) benchmarks and reports energy use for a portfolio of approximately 500 public facilities buildings. The performance of public facilities can be examined in an interactive report at bit.ly/SFMunicipalBenchmarking, and annual reports from 2011-present are available there as well. This dataset presents the energy performance and basic characteristics for public facilities that is visualized by the SFPUC’s interactive report. In addition, energy performance data for non-municipal buildings (i.e. commercial buildings of 10,000 square feet or larger, and multifamily & mixed-use buildings of 50,000 square feet or larger) is available at: bit.ly/ExistingBuildingsReport B. HOW THE DATASET IS CREATED In compliance with California Energy Benchmarking Regulations (CA Public Resources Code Section 25402.10 and CCR Title 20 Section 1680), and San Francisco Existing Buildings Energy Ordinance (Environment Code Chapter 20), the San Francisco Public Utilities Commission provides energy benchmarking services on behalf of municipal facilities. Details for public facilities are compiled from city records, and energy usage is compiled from utility records; related metrics such as energy use intensity are calculated from the combination of such records. Data is subjected to quality assurance validation prior to publication. ,This data set lists sustainability metric data for state-owned buildings. These data are used to track state departments’ progress toward the goals mandated in Executive Order B-18-12. The metrics tracked in this set are total water use, total energy use, renewable energy generation and LEED certifications. The data set also includes building information for the 1722 buildings listed including, building name, address, total square footage and use type. These data are entered by property owners from each state department into the database Energy Star Portfolio Manager. Most data are obtained by property owner using the utility bill; however, some of the information is automatically fed into the database by the utility company.,

The Providence Municipal Energy Report discloses the City’s energy data in an effort to track progress towards the City’s energy goals, increase transparency, and lead by example. The City’s 2014 Sustainable Providence plan set a goal to reduce energy consumption 30 percent by 2030. Measuring and monitoring consumption by benchmarking buildings is an important first step to achieving this goal. Benchmarking is a means of comparing a building’s energy use to the average of similar buildings or to an established baseline.

Seattle’s Building Energy Benchmarking Program (SMC 22.920) requires owners of non-residential and multifamily buildings (Greater than 20,000 square feet) to track energy performance and annually report to the City of Seattle. Annual benchmarking, reporting and disclosing of building performance are foundational elements of creating more market value for energy efficiency. Per Ordinance (125000), starting with 2015 energy use performance reporting, the City of Seattle is making the data for all buildings greater than 20,000 SF available annually.
