Section 108 Grantee Areas
This dataset provides the locations and pertinent information for Section 108 Loan Guarantee Program grantee areas. Section 108 of the Housing and Community Development Act of 1974 provides for a loan guarantee component of the Community Development Block Grant (CDBG) Program. The Section 108 Loan Guarantee Program (Section 108) provides communities with a source of financing for economic development, housing rehabilitation, public facilities, and other physical development projects, including improvements to increase their resilience against natural disasters. The funds can be used by a designated public entity to undertake eligible projects, or, alternatively, can be loaned to a third party developer to undertake the projects. This flexibility makes it one of the most potent and important public investment tools that HUD offers to local governments.

Community Planning and Development (CPD) has developed profiles that display accomplishments for selected housing, economic development, public improvement, and public service activities. These profiles contain accomplishments reported, by program year, by CDBG entitlement communities and states and are part of HUD's continued effort to provide grantees and citizens with information on our programs. These profiles provide information on grantee accomplishments by the type of activity carried out. The accomplishments appearing in these profiles were reported by grantees in the Integrated Disbursement and Information System (IDIS). Profiles for grantees will vary, grantees have flexibility in determining the housing, economic and community development activities they carry out with CDBG funds.

HUD furnishes technical and professional assistance in planning, developing and managing these developments. Public Housing Developments are depicted as a distinct address chosen to represent the general location of an entire Public Housing Development, which may be comprised of several buildings scattered across a community. The building with the largest number of units is selected to represent the location of the development.

This dataset outlines the locations of communities participating in the Promise Zone Program. Promise Zones are high poverty communities where the federal government partners with local leaders to increase economic activity, improve educational opportunities, leverage private investment, reduce violent crime, enhance public health and address other priorities identified by the community. Current Promise Zones were selected through three rounds of national competition, in which applicants demonstrated a consensus vision for their community and its residents, the capacity to carry it out, and a shared commitment to specific, measurable results.

HUD's Community Challenge Grants aim to reform and reduce barriers to achieving affordable, economically vital and sustainable communities. The funds are awarded to communities, large and small, to address local challenges to integrating transportation and housing. Such efforts may include amending or updating local master plans, zoning codes, and building codes to support private sector investment in mixed-use development, affordable housing and the re-use of older buildings. Other local efforts may include retrofitting main streets to provide safer routes for children and seniors, or preserving affordable housing and local businesses near new transit stations.

This service denotes estimated PHA service area boundaries in an effort to provide critical data to those responsible (HUD staff, researchers, and external partners) for the evaluation and monitoring of HUD’s rental assistance programs. This is an experimental dataset that is designed to aid researchers in studying the HUD-funded Public Housing and Housing Choice Voucher programs. The methodology and the service areas themselves have not been validated by HUD’s Office of Public and Indian Housing (PIH) or the Public Housing Agencies. PD&R welcomes engagement from internal and external stakeholders on the continued refinement and development of this dataset.

In addition, each property illustrated through this service has at least one active Service Coordinator contract or grant, Section 236 loan, Section 8 202 contract, Section 8 Farmers Home Administration (FMHA) 515 contract, Section 8 New Construction contract, Section 202 Project Assistance Contracts (PAC) contract, and Section 202 Project Rental Assistance Contract (PRAC).
