Transportation “projects” are infrastructure-based and include planning studies or construction efforts. Projects are typically listed in CAMPO’s Regional Transportation Plan (updated every five years), TxDOT’s Unified Transportation Plan (updated every year), and/or local transportation plans. “Programs” and “initiatives,” unlike projects, are not limited only to building infrastructure. They are often sustained efforts and include components to help shift behaviors like incentives or education. Programs tend to have ongoing funding allocated to them, while initiatives might be temporary efforts like pilots or education campaigns
