Work Progress Program (WPP) for NYCHA Residents - Local Law 163
This datasets contains information about NYCHA residents who were employed by the Work Progress Program (WPP). WPP is a subsidized wage program designed to complement existing youth services by providing participating low-income young adults with work experience. Through WPP, HRA reimburses providers for wages paid to low-income young adults (aged 16-24) who have been placed in short-term jobs that typically last 12 weeks, with a special emphasis on serving opportunity or at-risk youth. WPP is not a stand-alone program. WPP provides wage reimbursements for nonprofits to provide subsidized jobs to their existing program participants. WPP supports providers that prioritize recruitment of NYCHA youth. NYCHA residency is self-reported in each providers intake and enrollment processes. Providers then report to Human Resources Administration (HRA) if someone is a NYC MAP resident or non-NYCHA MAP resident. The NYCHA MAP initiative includes 15 developments that were identified under the Mayoral Action Plan for Neighborhood Safety. The Works Progress Administration (WPA) was established in 1935 by executive order of President Franklin D. Roosevelt and funded by Congress through the Emergency Relief Appropriations Act of 1935. Headed by Harry L. Hopkins, the WPA offered work to millions of unemployed to construct public buildings and roads, operate arts and literacy projects and much more. In 1939 the Works Progress Administration became part of the new Federal Works Agency and its title was changed to Work Projects Administration. It was abolished on June 30, 1943. Public Workforce System Dataset (PWSD)

The PWSD is a dataset that can be used to answer questions about various public workforce system programs and how these programs fit in with the overall public workforce system and the economy. It was designed primarily to be used as a tool to understand what has been occurring in the Wagner-Peyser program and contains data from quarter 1 of 1995 through quarter 4 of 2008. Also, it was designed to understand the relationship and flow of participants as they go through the public workforce system. The PWSD can be used to analyze these programs both individually and in combination. The PWSD contains economic variables, Unemployment Insurance System data, and data on programs funded by the Workforce Investment Act and Employment Service. Economic variables included are labor force, employment, unemployment, unemployment rate, and gross domestic product data.

The WIA [Workforce Investment Act of 1998] Adult and Dislocated Worker Programs Gold Standard Evaluation, provides findings on participant outcomes 30-months after random assignment under the evaluation. The evaluation began in 2008 and used a random assignment design to examine the impact of higher-tiered services provided by the Adult and Dislocated Worker programs in WIA, as implemented by 28 randomly selected local workforce investment areas (LWIAs) operating nationwide. The analysis describes the impact of different services provided under WIA core and intensive; and core, intensive and training. Researchers followed more than 34,000 study participants after random assignment collecting outcome data through follow-up surveys at 15 and 30 months and the National Directory of New Hires (an administrative database containing information on earnings and employment) at 36 months after random assignment.
