Workers' compensation insurance coverage subscriber information
The Texas Department of Insurance, Division of Workers’ Compensation (DWC) publishes a quarterly report of employers with active Texas workers’ compensation insurance coverage. Employers with coverage are called “subscribers.” Texas does not require most private employers to have workers' compensation insurance coverage. Insurance carriers report coverage data to DWC using the International Association of Industrial Accident Boards and Commissions’ (IAIABC) IAIABC Proof of Coverage (POC) Release 2.1 electronic data interchange (EDI) standard. The National Council on Workers’ Compensation Insurance (NCCI) collects the POC data for DWC. POC filings are the source of this data set. Visit the DWC Employer Coverage Page for more information.

The attached pdf provides definitions of the data. Workers’ compensation indemnity benefits are cash benefits paid to injured workers. These benefits include benefits for temporary disability (time loss), permanent partial disability, permanent total disability, and death. Statute sets eligibility criteria and the rates at which insurers pay these benefits. In the case of death from work-related causes, indemnity benefits are paid to survivors. Indemnity benefits also include vocational assistance benefits paid on behalf of severely disabled workers to get them back to work. Indemnity benefits also include settlements between workers and insurers. Claim disposition agreements (CDAs) and disputed claim settlements (DCSs) are the two forms of settlements. The Office of the Ombudsman for Injured Workers is an independent advocate for injured workers that assists workers by accepting, investigating, and attempting to resolve complaints concerning matters related to workers’ compensation. The Office of the Small Business Ombudsman for Workers’ Compensation was created during the 1990 special session to serve as an advocate for and educator of small businesses. The SBO is the resource center for employers needing information about the workers’ compensation system. Workers’ Compensation Division benefit consultants answer workers’ questions about their claims, describe workers’ rights and responsibilities, and help people understand the workers’ compensation system.
