에너지사용자가 에너지절약을 위하여 기존의 노후화되거나 저효율로 운전 중인 에너지사용 시설을 고효율에너지사용시설로 개체 또는 보완하고자 하나, 기술적 또는 경제적 부담으로 사업을 시행하지 못하고 있을때 ESCO가 에너지절약시설의 설치에 따른 투자비용을 조달하고(사용자파이낸싱 성과보증계약의 경우 에너지사용자가 자금조달), 사업 수행 및 에너지절감 효과를 보증하고 절감량(절감액)을 배분하며 에너지사용자는 추후에 발생하는 절감액으로 투자자금을 상환하는 사업으로 에너지사용자가 기술적 또는 경제적 부담 없이 에너지절약형시설로 대체할 수 있는 사업

List of areas (LSOAs) that qualify for Carbon Saving Community Obligation (CSCo) support under the ECO element of the Green Deal. The Energy Company Obligation (ECO) is designed to complement the domestic Green Deal in a number of areas. The areas of low income that will be eligible for ECO support have been selected using the Indices of Multiple Deprivation (IMD) in England, Scotland and Wales. In England, Scotland and Wales the lowest 15% of areas ranked in the IMD will qualify for inclusion within the CSCo element of ECO.
