Summaries of AFMA log book data on effort distribution for Commonwealth fisheries in the Australian Exclusive Economic Zone

This data set contains summaries of AFMA log book data on effort distribution for Commonwealth fisheries in the Australian Exclusive Economic Zone (excluding Cocos and Christmas Islands, Norfolk Island and the Sub-Antarctic Fisheries). The logbook data has been recorded and submitted to AFMA by commercial fishers. The data has been aggregated to produce summaries of total effort by gear type (summarised across fishery), over 5 year periods and at a 0.1 degree resolution where 5 boats or more operate. All effort information has been removed for areas where less than 5 boats operate and these areas are mapped to a 1 degree resolution. The 5 years periods (1996-2000, 2001-2005 and 2006-2010) correspond to State of Environment (SoE) Reporting, required under the EPBC Act 1999. The most recent reporting period (2011-14) is a four year period. Each is labelled by the years aggregated (ie 2001-2005) and the gear type (ie LLP = long line pelagic). The gear codes and aggregated fisheries and the shape file field descriptions are listed below. Notes: 1. Care needs to be taken when interpreting the fishing effort maps because in areas where there are less than 5 boats operating only the fishing footprint is displayed, consistent with the AFMA Information Disclosure Policy. The fishing footprint indicates that fishing occurred but does not provide information about the intensity of effort (number of operations etc). 2. Legal fishing by foreign flagged vessels occurred in the 1980s and early 1990s in the Australian Fishing Zone. These are shown as areas of higher effort in (i) trawl maps prior to 1990 north of Arnhem Land and (ii) pelagic longline maps up until 1997 south of Tasmania. 3. Minor line was historically recorded as a method in some of AFMA’s daily fishing logbooks, but is not in AFMAs current fishery logbooks. Minor line means trolling, or fishing using a rod or reel, handline or pole. 4. Trawl effort maps are missing Torres Strait Prawn Fishery data prior to 2004. 5. Gillnet effort maps prior to 1996 are not included due to data incompleteness. 6. Jigging data is currently incomplete and is not included. 7. Three records of Danish Seine were misreported (between 1996 and 2010) in the area of the Great Barrier Reef and have been removed. 8. Australian Fisheries Management Authority - Reported landed annual catch from Commonwealth fisheries catch disposal records

##Description This dataset shows the annual landed catch (meaning the catch that is landed at port) in kilograms, by species and fishery, for Commonwealth fisheries managed by the Australian Fisheries Management Authority (AFMA). These data come from AFMA catch disposal records (CDRs), and have been recorded and submitted to AFMA by commercial fishers and fish receiver permit holders when fish are landed at port. Fish discarded at sea are not included in CDRs and therefore are not included in this dataset. ##Appropriate use and limitations of the data These annual catches are calculated from the date the fish was landed at a port. This means that comparisons with other datasets with different summations (for example, catch by fishing season or catch from the date the fish were removed from the ocean) may produce different results. Care should be taken when interpreting trends in this data because there are many factors that can affect catches each year. Catch quantities can be impacted by management measures such as: total allowable catch, closures of fishing areas, reducing boat numbers, or banning the catch of a particular species. Similarly, changes in market demand can affect which species are targeted. CDRs are used to monitor quota (see Individual Transferable Quota)). AFMA total allowable catches (TAC)s are set for fishing seasons rather than calendar years. See catchwatch for seasonal catch to date compared to TAC for AFMA’s larger quota fisheries. Not all fisheries have CDRs, and in some fisheries the CDR program was started part-way through an annual time-period. These catch disposal record data do not include catch by gear type. This information can be found in the “Reported landed annual catch from Commonwealth fisheries logbooks” and its metadata, which is published on data.gov.au. Note that catch weight data in logbooks are estimates only that have been recorded by fishers while at sea. It is used in combination with gear, effort, and spatial data from logbooks to inform stock assessments. ##Disclaimer The dataset provided by AFMA is comprised of raw (unprocessed) data as received from fishers and fish receivers, and may contain errors or be incomplete. This data contains summaries of TAS Department of Primary Industries, Parks, Water and Environment (DPIWE) non-confidential logbook data on effort distribution for TAS commercial scalefish fisheries in state marine and estuarine waters. The 5 year period (2011-2015) corresponds to State of Environment (SoE) Reporting, required under the EPBC Act 1999. Each map layer is labelled by the years aggregated (“2015” for 2011-2015) and the gear type (“GN_MN” = gillnet and mesh net). AFMA catch and effort data for the Torres Strait Rock Lobster Fishery 1989-2013

This record describes AFMA catch and effort data for the Torres Strait Rock Lobster Fishery, held by CSIRO Marine and Atmospheric Research. A number of commercial fisheries operate within the Torres Strait for which logbook data is collected by AFMA. The rock lobster fishery comprises multiple sectors from both Australia and PNG with the two Australian sectors being a Traditional Inhabitant (TIB) sector and a non-Traditional Inhabitant (TVH) commercial sector. Data for the two Australian sectors is collected by AFMA while data for the PNG component of the fishery is collected by PNG Fisheries authorities with an annual summary (total catch) passed to AFMA at the end of each season. Rock lobster catch data also exists for a trawl fishery which operated in the Torres Strait between 1980 and 1986. For the two Australian sectors of the Torres Strait rock lobster fishery, catch reporting is compulsory only in the TVH commercial sector via a logbook program. Reporting of commercial catch from the TIB sector is currently not compulsory and any data that is reported is done on a voluntary basis through processors via a docketbook program. The docketbook system was introduced in 2004 in an attempt to collect commercial catch data from TIB fishers when they sold their catch. The docketbook program has been generally accepted well by TIB fishers since its introduction but has a number of limitations. Although the docketbook program has been successful to some extent, there are significant difficulties with data accuracy and completeness. As the program is also voluntary, not all processors participate in the program or complete records for all sales.
