Spatial Data - State Planning Policy 2.3 Jandakot Groundwater Protection (DPLH-051)
A revised State Planning Policy 2.3 – Jandakot Groundwater Protection (SPP 2.3) was gazetted on 11 January 2017. SPP 2.3 aims to protect the Jandakot Groundwater Protection Area from development and land uses that may have a detrimental impact on the water resource. The objectives of this policy are: To ensure that all development and changes to land use within the policy area are compatible with maximising the long-term protection and management of groundwater, in particular for public drinking water supply; To protect groundwater quality and quantity in the policy area in order to maintain the ecological integrity of important wetlands that are hydraulically connected to that groundwater, including wetlands outside the policy area; To prevent, minimise or manage development and land uses that may result in contamination of groundwater; and To maintain or increase natural vegetation cover over the policy area. The policy provides guidance regarding planning requirements that need to be considered in the policy area and should be read in conjunction with the Department of Water’s Water quality protection note 25: Land use compatibility tables in public drinking water source areas (as may be amended from time to time). All proposed development within the Jandakot Groundwater Protection Area should be consistent with Tables 1, 2 and 3 which set out appropriate land uses and activities within the assigned priority area. Priority areas may change from time to time. The relevant priority areas and wellhead protection zones within the Jandakot Groundwater Protection area can be found on the Department of Planning’s PlanWA interactive planning map. The main purpose of the policy is to prevent, control or manage development and land use changes in the policy area that are likely to cause detrimental effects to the groundwater resource. The policy will help local government, land development proponents and the public to ensure that land use change and development over the Gnangara mound is compatible with the long-term use of the groundwater for public consumption. The policy provides guidance on the compatibility of land uses in priority 1, 2 and 3 source protection areas in the underground water pollution control areas and guidance on planning requirements that need to be considered before rezoning, development, or subdivision can proceed in the policy area. The objectives of the policy are to Ensure that all land use changes in the policy area are compatible with the long-term protection and management of groundwater quality and quantity for public drinking water supply, in accordance with priority source protection area classification objectives; Protect groundwater quality and quantity in order to maintain the dependent ecosystems, ecological values and integrity of wetlands and native vegetation, in accordance with recognised conservation values; and Protect and/or enhance the quality and quantity of groundwater, in accordance with accepted water quality guidelines and standards for the following uses domestic human use industry agriculture recreation and aesthetics.

This policy contains a vision statement for the future of the Swan-Canning river system, policies based on the guiding principles for future land use and development in the precincts along the river system and performance criteria and objectives for specific precincts. The objectives of this policy are to: provide a regional framework for the preparation of precinct plans based on the precincts identified in the Swan River System Landscape Description; provide a context for consistent and integrated planning and decision making in relation to the river; and ensure that activities, land use and development maintain and enhance the health, amenity and landscape values of the river, including its recreational and scenic values.

The policy guides future strategic planning, subdivision and development for the provision of sewage disposal in Western Australia. The policy promotes reticulated sewerage as the best disposal method for sewage. It requires all new subdivision and development to be connected to reticulated sewerage where available or considered necessary on health, environment or planning grounds. Where reticulated sewerage cannot be provided, the policy provides detailed site requirements for on-site sewage treatment and disposal.
