Regulatory document REGDOC-1.4.1, Licence Application Guide: Class II Nuclear Facilities and Prescribed Equipment, sets out requirements and guidance for applying for any Class II facility and/or prescribed equipment licence.

Regulatory document REGDOC-1.6.1, Licence Application Guide: Nuclear Substances and Radiation Devices, sets out guidance for applicants in the preparation and submission of an application for a licence to carry out activities related to nuclear substances and radiation devices.

This regulatory document sets out the requirements of the Canadian Nuclear Safety Commission (CNSC) for the design of new water-cooled nuclear power plants. It establishes a set of comprehensive design requirements and guidance that are risk-informed and align with accepted national and international codes and practices.

Regulatory document REGDOC-2.3.4, Operations Programs for Reactor Facilities, clarifies the requirements for, and provides guidance on, developing and implementing operations programs for reactor facilities (nuclear power plants, advanced reactor designs and small modular reactors). This regulatory document is based on operational experience (OPEX) and best practices developed from water-cooled nuclear power plants. This information will be updated as additional information is gathered from advanced reactor designs and small modular reactors. Proponents, applicants and licensees of advanced reactor designs and small modular reactors should apply the information and concepts from this regulatory document to the extent practicable and as best applicable to that design.

This regulatory document clarifies the regulatory requirements and provides guidance for the design, operation, monitoring, qualification and performance assessment of nuclear fuel. It articulates a set of comprehensive fuel-related regulatory requirements and provides risk-informed guidance that aligns with accepted national and international codes and practices.

REGDOC-2.13.1, Safeguards and Nuclear Material Accountancy, sets out CNSC requirements and guidance for the establishment and maintenance of a safeguards program.

Part A of regulatory document REGDOC-2.12.3, Security of Nuclear Substances: Sealed Sources and Category I, II and III Nuclear Material, Version 2, sets out the minimum security measures that licensees must implement to prevent the loss, sabotage, illegal use, illegal possession or illegal removal of sealed sources during their entire lifecycle, including while they are in storage or transport, or being stored during transportation. If third-party carriers are used to transport radioactive material, this document also sets out the minimum security measures that a licensee must ensure a carrier of sealed sources complies with while the sealed sources are in transport or being stored during transportation.Part B of this document sets out guidance to help applicants prepare and submit the security information to be included with an application for a licence in respect of Category I or II nuclear material or a nuclear facility. It also provides guidance for applicants to prepare a “written transportation security plan” with respect to a licence to transport Category I, II or III nuclear material.

This document describes the pre-licensing review process provided by the CNSC for assessing a vendor’s reactor design. The review considers the areas of design that relate to reactor safety, security and safeguards.

REGDOC-2.5.4, Design of Uranium Mines and Mills: Ventilation Requirements, aims to help persons address the requirements for submitting ventilation-related information when applying for a CNSC licence to prepare a site for and construct, operate or decommission a uranium mine or mill. Provincial and territorial mining regulations for ventilation apply, unless exceeded by the requirements for nuclear safety noted in this document. This regulatory document is also intended to help applicants for a uranium mine or mill licence understand their operational and maintenance obligations for ventilation systems.
