NATO - Nuclear Weapons Roundtable report

In partnership with Canada’s NATO Mission in Brussels and the International Security Bureau of the Department of Foreign Affairs and International Trade, the Canadian Centre for Foreign Policy Development organised a one-day roundtable on NATO and Nuclear Weapons (August 24, 2000). The participants first, examined NATO policies and the commitments made at the NTP Review Conference in New York (1999). Second, they assessed steps and strategies toward a successful revision of NATO policy starting with Ministers in December (2000). Third, they identified challenges to Canadian initiatives at NATO as well as possible partnerships. Chaired by Steve Lee, participants included David Wright (Canadian Ambassador to NATO), Ted Whiteside (Weapons of Mass Destruction Centre, NATO Headquarters), Senator Doug Roche (Middle Power Initiative), Tom McDonald (BASIC U.K.), as well as other government officials and non-government experts from Canada and abroad. The discussions benefited from the participation of Canada’s Foreign Affairs Minister, Lloyd Axworthy, who hosted lunch for the Canadian participants the previous day.

On March 30-31, 2000, nine ballistic missiles experts from Germany, Norway, Russia, and the United States met to discuss the impact of the National Missile Defense program proposed by the United States government on the Anti-Ballistic Missile Treaty, Nuclear Non-Proliferation Treaty, and the relations of the United States with Canada, Russia, China, the European Union and the world. The experts examined the option of a multilateral approach to more effective ballistic missile control, international monitoring, and early warning systems.

On October 1, 1999, the Human Rights Research and Education Centre at the University of Ottawa in partnership with the Canadian Centre for Foreign Policy Development organised a one-day roundtable on the lessons from Kosovo. The roundtable focussed on the implications of the Kosovo crisis for Canada, NATO and the UN. It brought together a wide range of International Relations and legal experts, academics, government officials, NGOs and students. The proceedings were broadcast by CPAC on October 27, 1999.

On September 12, 2000, the Canadian Centre for Foreign Policy Development brought together NGOs, government officials, experts, and professionals to explore how to broaden the range of resources and professional expertise involved in peace-support operations. The roundtable focussed particularly on three sectors: justice, public administration and child protection. Participants included Justice Ellen Macdonald (Ontario Superior Court), Paul Larose-Edwards (CANADEM), Marianne Wightman (Deployment for UNMIK), Susan Brown (CIDA), and Peter Oldham (Deputy Director, Regional Security and Peacekeeping Division, DFAIT).

On March 9, 2001, the Canadian Centre for Foreign Policy Development, in partnership with the Honourable Madam Justice Ellen Macdonald, brought together judges, government officials, and NGOs to address the involvement of judges in peace operations. The roundtable built on an earlier, broader discussion about "Expert Deployment to International Peace Operations" (September 12, 2000) and on the work of Justice Macdonald in promoting a more systematic international involvement of Canadian judges. Participants included the Honourable Justices Peter Howden and Derek Guthrie, the Honourable Judge Ross Goodwin, Adèle Bertiaume (Department of Justice), Diane Elkas (Commission for Federal Judicial Affairs), Debbie Bernard (CANADEM) and Patrick Ulrich (Regional Security and Peacekeeping Division, DFAIT). Steven Lee (Canadian Centre for Foreign Policy Development) chaired the meeting.
