Licensing and Certification District Offices, California
This data contains a list of California Licensing and Certification District Offices. The California Department of Public Health, Center for Health Care Quality, Licensing and Certification (L&C) Program licenses and/or certifies more than 30 types of healthcare facilities in California. In addition, the Program contracts with the Los Angeles County (LA) to provide federal and state survey and certification services throughout that area; LA is divided into 4 District Offices. The L&C District Office contact information is geocoded. The L&C Program is mandated to conduct various state re-licensing surveys to ensure that a provider is in compliance with all state laws and regulations by conducting on-site inspections (surveys) and investigating complaints and facility-reported events. The L&C Program is also contracted by the United States Department of Health and Human Services Centers for Medicare and Medicaid Services (CMS) to ensure that facilities accepting Medicare and Medi-Cal payments meet federal requirements. L&C is the largest program within CDPH, consisting of about 1,200 managers and staff located at headquarters in Sacramento and 14 district offices throughout the state. In addition, the Program contracts with the Los Angeles County (LA) to provide federal and state survey and certification services throughout that area; LA is divided into 4 District Offices. ELMS records healthcare service provider applications, issues licenses, generates license renewal notices, determines license fees, issues and tracks State enforcement actions, and generates management reports. This file lists the services that are associated with California healthcare facilities that are operational and have a current license issued by the CDPH and/or a current U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS) certification. This file can be linked by FACID to the Healthcare Facility Locations (Detailed) Open Data file for facility-related attributes, including geo-coding. The L&C Open Data facility services file is updated monthly. To link the CDPH facility IDs with those from other Departments, like HCAI, please reference the "Licensed Facility Cross-Walk" Open Data table at https://data.chhs.ca.gov/dataset/licensed-facility-crosswalk. A list of healthcare facilities with addresses can be found at: https://data.chhs.ca.gov/dataset/healthcare-facility-locations. Facility geographic variables are updated monthly, if latitude/longitude information is missing at any point in time, it should be available when the next time the Open Data facility file is refreshed.

The data show the licensee, program name, type of application, licensing department, bed capacity, location, certificate number and expiration date.
California Medicaid Eligibility Groups by Medi-Cal Aid Code

This dataset identifies California’s eligibility groups by aid code. California uses aid codes to account for eligibility group populations and the eligibility requirements, scope of benefits, services, costs, claims, encounter data, and managed care arrangements related to those populations. Aid codes in this dataset are mapped to the Transformed Medicaid Statistical Information System (T-MSIS) eligibility group descriptions and codes. California uses this mapping to submit claims data, enrollee encounter data, and supporting information to the Centers for Medicare & Medicaid Services (CMS), as required by Section 4735 of the Balanced Budget Act of 1997 and Section 6504 of the Affordable Care Act for the purpose of program integrity, program oversight, and administration. This dataset includes aid codes that do not have Medi-Cal benefits or have benefits and are not federal programs. Some aid codes may appear to be identical but possess distinct benefits or grouping factors. An aid code may appear more than once if multiple populations are represented in one aid code and can be identified and mapped to distinct T-MSIS groups.
