This dataset contains an alphabetical list, by county, of all Mental Health Rehabilitation Centers (MHRC) and Psychiatric Health Facilities (PHF) licensed by the Department of Health Care Services (DHCS). Within DHCS, the Licensing and Certification Division (LCD), Licensing Branch 2, Mental Health Licensing (MHL) Section is responsible for assuring that quality mental health treatment and services are provided to all program participants in a safe and healthy environment through licensure and oversight of a statewide system of 24-hour psychiatric and rehabilitation care facilities.

This data contains a list of California Licensing and Certification District Offices. The California Department of Public Health, Center for Health Care Quality, Licensing and Certification (L&C) Program licenses and/or certifies more than 30 types of healthcare facilities in California. In addition, the Program contracts with the Los Angeles County (LA) to provide federal and state survey and certification services throughout that area; LA is divided into 4 District Offices. The L&C District Office contact information is geocoded. The L&C Program is mandated to conduct various state re-licensing surveys to ensure that a provider is in compliance with all state laws and regulations by conducting on-site inspections (surveys) and investigating complaints and facility-reported events. The L&C Program is also contracted by the United States Department of Health and Human Services Centers for Medicare and Medicaid Services (CMS) to ensure that facilities accepting Medicare and Medi-Cal payments meet federal requirements. L&C is the largest program within CDPH, consisting of about 1,200 managers and staff located at headquarters in Sacramento and 14 district offices throughout the state. In addition, the Program contracts with the Los Angeles County (LA) to provide federal and state survey and certification services throughout that area; LA is divided into 4 District Offices. ## Community Care Licensing Division The Community Care Licensing Division’s (CCLD) mission is to promote the health, safety, and quality of life of each person in community care through the administration of an effective collaborative regulatory enforcement system. This is accomplished by: * Promoting strategies to increase voluntary compliance * Providing technical assistance to and consulting with care providers * Working collaboratively with clients, their families, advocates, care providers, placement agencies, related programs and regulatory agencies, and others involved in community care * Training staff in all aspects of the licensing process * Educating the public about CCLD and community care options * Promoting continuous improvement and efficiency throughout the community care licensing system
