Multilevel and Policy-Focused Analysis of Parole Violations and Revocations in California, 2003-2004
The purpose of the study was to facilitate an understanding of the sanctioning of parolees in California. The central databases used in the study were the Offender Based Information System (OBIS), the Revocation Scheduling and Tracking System (RSTS), and the Statewide Parolee Database (SPDB). These three central databases provided information for the outcome variables of the study as well as information about parolees' personal characteristics, aspects of their supervision, and criminal histories. For the Parole Violations Data (Part 1), these data were combined with data extracted from several California Department of Corrections and Rehabilitation (CDCR) data systems and connected to other pieces of data using administrative and geographic identifiers to construct measures of parole agent and community characteristics. Parole agent and parole policy measures were drawn from the California State Personnel Board Parole Agent Database (PACD) and California parole policies. Measures of community conditions were drawn from the 2000 United States Census, the United States Substance Abuse and Mental Health Services Administration (SAMHSA), the California Secretary of State, and the Religious Congregations and Membership Study, 2000. A total of 13,070 parolees were observed for a maximum of 106 weeks during 2003-2004, yielding a total of 1,376,820 parolee-week observations for Part 1. The Parole Revocations Data (Part 2) include every parole violation case that went through a county court or a parole board hearing in 2003 and 2004 -- a total of 151,586 cases. Individual, organizational, and community-level data were merged into the Part 2 dataset using administrative and geographic identifiers. Information about each parolee was extracted from several CDCR data systems. Similar to Part 1, the central databases used in Part 2 of the study were the OBIS and the RSTS. Organizational measures were drawn from CDCR Annual Population Reports, California Corrections Standards Authority Jail Profile Surveys, and Judicial Council of California Court Statistics Reports. Measures of community conditions were drawn from the 2000 United States Census, the SAMHSA, and the California Secretary of State. The Parole Violations Data (Part 1) contain a total of 50 variables including past and present offense history variables, parolee characteristics, supervision characteristics, and community environment variables. The Parole Revocations Data (Part 2) contain a total of 42 variables including case characteristics, individual characteristics, organizational factors, and community factors.

Drug Offender Treatment in Local Corrections in California and New York, 1991-1993

The purpose of this multisite program evaluation project was to provide detailed and systematic descriptions of participants and treatment program components for a sample of five drug treatment programs in local jails. Three of the programs were located in California: Jail Education and Treatment (JET), Deciding, Educating, Understanding, Counseling, and Evaluation (DEUCE), and Rebuilding, Educating, Awareness, Counseling, and Hope (REACH). Two programs were in New York State: Substance Abuse Intervention Division (SAID) and New Beginnings. The project was aimed at assessing program completion rates as well as 12-month post-release recidivism for program participants versus matched controls. Background information obtained about the participating offenders includes sex, race, age, education, marital status, and employment status, as well as history of drug use, previous drug treatment, mental illness, inpatient/outpatient episodes, and offenses and sentencing. Additional data cover program location, dates of release from the program and from jail, type of program termination, type of residence upon release, and anticipated post-custody treatment. Information on each conviction/disposition was obtained through state criminal information systems, and state-level criminal history data (rap sheets) were collected for both the treatment and comparison groups. The unit of analysis is arrest events.
Survey of California Prison Inmates, 1976

This survey of inmates in five California prisons was conducted by the RAND Corporation with a grant from the National Institute of Justice. Researchers distributed an anonymous self-administered questionnaire to groups of 10-20 inmates at a time. Using the self-report technique, the survey obtained detailed information about the crimes committed by these prisoners prior to their incarceration. Variables were calculated to examine the characteristics of repeatedly arrested or convicted offenders (recidivists) as well as offenders reporting the greatest number of serious crimes (habitual criminals). The variables include crimes committed leading to incarceration, rates of criminal activity, and social-psychological scales for analyzing motivations to commit crimes, as well as self-reports of age, race, education, marital status, employment, income, and drug use.
Criminal Careers, Criminal Violence, and Substance Abuse in California, 1963-1983

The purpose of the study was to investigate the criminal career patterns of violent offenders. These data are intended to facilitate the development of models to predict recidivism and violence, and to construct parole supervision programs. Original data were collected on young male offenders in 1964 and 1965 as they entered the California Youth Authority (CYA). At this time, data were collected on criminal history, including current offenses, drug and alcohol use, psychological and personality variables, and sentencing, and demographics such as age, education, work experience, and family structure. The data collection also contains results from a number of standardized psychological instruments: California Psychological Inventory, Minnesota Multiphasic Personality Inventory, California Achievement Test Battery, General Aptitude Test Battery, Army General Classification Test, and the Revised Beta Test. After release from the CYA and over the following 20 years, subsequent arrest information was collected on the offenders, including the nature of the offense, disposition, and arrest and parole dates.
Profiling Inmates in the Los Angeles County Jail, 1996-1998

By 1996 it became apparent that the Los Angeles county jails faced a serious overcrowding problem. Two possible solutions to the problem were to build more jail capacity or to divert a greater number of incoming inmates to community-based, intermediate sanctions. The research team for this study was asked to review a 1996 profile of inmates in the Los Angeles jail system and to determine how many of them might have been good candidates for intermediate sanctions such as electronic monitoring, work release, house arrest, and intensive supervision. The researchers selected a sample of 1,000 pre-adjudicated (or unconvicted) inmates from the total census of inmates in jail custody on January 15, 1996, to study in more detail. Of the 1,000 offenders, the researchers were able to obtain jail and recidivism data for two years for 931 inmates. For each of these offenders, information on their prior criminal history, current offense, and subsequent recidivism behavior was obtained from official records maintained by several county agencies, including pretrial services, sheriff's department, probation, and courts. Demographic variables include date of birth, race, and gender. Prior criminal history variables for each prior adult arrest include type of filing charge, case disposition, type of sentence and sentence length imposed, and total number of prior juvenile petitions sustained. Current offense variables include arrest date, crime type for current arrest, crime charge, type and date of final case disposition, and sentence type and length, if convicted. Strike information collected includes number of strikes and the offense that qualified as a strike. Jail custody variables include the jail entry and exit data for the current offense and the reason for release, if released. Lastly, two-year follow-up variables include the date, type, and disposition of each subsequent arrest between January 15, 1996, and January 15, 1998.

These data are part of NACJD's Fast Track Release and are distributed as they there received from the data depositor. The files have been zipped by NACJD for release, but not checked or processed except of the removal of direct identifiers. Users should refer to the accompany readme file for a brief description of the files available with this collections and consult the investigator(s) if further information is needed. The California correctional system underwent a dramatic transformation under California's Public Safety Realignment Act (AB 109) in 2011, a law that shifted from the state to the counties the responsibility for monitoring, tracking, and incarcerating lower level offenders previously bound for state prison. Realignment, therefore, presents the opportunity to witness 58 natural experiments in the downsizing of prisons. Counties faced different types of offenders, implemented different programs in different community and jail environments, and adopted differing sanctioning policies. This study examines the California's Public Safety Realignment Act's effect on counties' criminal justice institutions, including the disparities that result in charging, sentencing, and resource decisions.
Techniques for Assessing the Accuracy of Recidivism Prediction Scales, 1960-1980: [Miami, Albuquerque, New York City, Alameda and Los Angeles Counties, and the State of California]

The purpose of this data collection was to measure the validity or accuracy of four recidivism prediction instruments: the INSLAW, RAND, SFS81, and CGR scales. These scales estimate the probability that criminals will commit subsequent crimes quickly, that individuals will commit crime frequently, that inmates who are eligible for release on parole will commit subsequent crimes, and that defendants awaiting trial will commit crimes while on pretrial arrest or detention. The investigators used longitudinal data from five existing independent studies to assess the validity of the four predictive measures in question. The first data file was originally collected by the Vera Institute of Justice in New York City and was derived from an experimental evaluation of a jobs training program called the Alternative Youth Employment Strategies Project implemented in Albuquerque, New Mexico, Miami, Florida, and New York City, New York. The second file contains data from a RAND Corporation study, EFFECTS OF PRISON VERSUS PROBATION IN CALIFORNIA, 1980-1982 (ICPSR 8700), from offenders in Alameda and Los Angeles counties, California. Parts 3 through 5 pertain to serious juvenile offenders who were incarcerated during the 1960s and 1970s in three institutions of the California Youth Authority. A portion of the original data for these parts was taken from EARLY IDENTIFICATION OF THE CHRONIC OFFENDER, [1978-1980: CALIFORNIA] (ICPSR 8226). All files present demographic and socioeconomic variables such as birth information, race and ethnicity, education background, work and military experience, and criminal history, including involvement in criminal activities, drug addiction, and incarceration episodes. From the variables in each data file, standard variables across all data files were constructed. Constructed variables included those on background (such as drug use, arrest, conviction, employment, and education history), which were used to construct the four predictive scales, and follow-up variables concerning arrest and incarceration history. Scores on the four predictive scales were estimated.
Validation of the Los Angeles County [California] Probation Department's Risk and Needs Assessment Instruments, 1997-1999

In 1996, the Los Angeles County Probation Department developed a set of six instruments to better assess offender risks and needs. Each instrument was intended to serve a specific purpose, with separate instruments used for adult and juvenile populations and release and placement decisions. The instruments were to be completed by probation staff. These instruments were tested in a pilot project by probation field staff in 1997. The probation department then asked RAND to re-examine the six instruments for instrument integrity, use of overrides, and relationship to long-term recidivism outcomes. The probation department's research staff had completed the instruments between April and December 1997 using available reports and case file information. RAND's involvement in the study began after all samples had been selected and instruments completed. The probation department gave RAND the data on instrument scores. Recidivism data were gathered at 6, 12, and 18 months after the instruments' administration. For juveniles data on the nature and date of arrest were available from the Juvenile Automated Information files. Data on adult re-arrests were unavailable, but the Adult Probation System provided the date, nature, and disposition of offenses referred to probation.
Criminal Recidivism in a Large Cohort of Offenders Released from Prison in Florida, 2004-2008

The purpose of the study was to quantify the effect of the embrace of DNA technology on offender behavior. In particular, researchers examined whether an offender's knowledge that their DNA profile was entered into a database deterred them from offending in the future and if probative effects resulted from DNA sampling. The researchers coded information using criminal history records and data from Florida's DNA database, both of which are maintained by the Florida Department of Law Enforcement (FDLE), and also utilized court docket information acquired through the Florida Department of Corrections (FDOC) to create a dataset of 156,702 cases involving offenders released from the FDOC in the state of Florida between January 1996 and December 2004. The data contain a total of 50 variables. Major categories of variables include demographic variables regarding the offender, descriptive variables relating to the initial crime committed by the offender, and time-specific variables regarding cases of recidivism.
Evaluation of the Community Supervision Mapping System for Released Prisoners in Rhode Island, 2008-2010

This study evaluated the Community Supervision Mapping System (CSMS), an online geospatial tool that enables users to map the formerly incarcerated and others on probation, along with related data such as service provider locations and police districts. Probation officers in the state of Rhode Island were surveyed a few weeks before and 18 months after the implementation of CSMS. A total of 56 probation officers participated in the first wave of the study (pre-implementation survey), and 52 probation officers participated in the second wave (post-implementation survey), yielding an overall sample size of 108 probation officers. Dataset 1 contains the data for both waves of the study. The dataset is comprised of 140 variables. Both waves of the study examined the following categories of variables: the probation officer's professional background, contact with clients, amount of time spent on job duties specific to the profession, contact with other agencies, and computer usage. The second wave added 86 variables to explore officers' experiences with CSMS, which features they used, how it impacted their work, and their expected use of CSMS in the future.
