Systematic Review of the Effects of Early Family/Parent Training Programs on Antisocial Behavior and Delinquency, 1976-2007

The purpose of this review was to assess the available research evidence on the effects of early family/parent training on child behavior problems including antisocial behavior and delinquency and to investigate in which settings and under what conditions it is most effective. Researchers used the following 7 search strategies to identify 55 studies meeting the inclusion criteria for this review: performed a keyword search on an array of online abstact databases; reviewed the bibliographies of previous reviews of early family/parent training programs; performed forward searches for works that have cited seminal studies in this area; performed hand searches of leading journals in the field; searched the publications of several research and professional agencies; contacted scholars in various disciplines who were knowledgeable in the specific area of early family/parent training; and consulted with an information specialists at the outset of the review and at points along the way in order to ensure that the appropriate search strategies were used. Both published and unpublished reports were considered in the searches. Searches were international in scope. All eligible studies were coded on a variety of criteria including: reference information, nature and description of selection of sample, outcomes, etc., nature and description of control group, methodological type, a description of the family/parent intervention, reports of statistical significance (if any), effect size/power (if any), and the conclusions drawn by the authors.
Case Classification for Juvenile Corrections: Evaluation of the Youth Level of Service Inventory in Ohio, 1998-2001

This study assessed the effectiveness of the Youth Level of Service/Case Management Inventory (YLS/CMI or Y-LSI). The Y-LSI is an instrument for classifying juvenile offender risk of recidivism and for identifying areas of treatment need that, if addressed, will result in a reduced risk of recidivism. Three juvenile correction agencies in Ohio that used the Y-LSI for case classification were the settings for this study. Data in Part 1 were collected on 1,679 youths received in the three correctional settings between July 1, 1998, and June 30, 1999. Youths' files were reviewed to complete the data collection instruments. These files contained demographic and background information, Y-LSI assessments, and information relating to treatment and service referrals, completion of programming, and supervision outcome. One year after the initial Y-LSI assessments, reassessment data were collected on youths. Reassessments were completed on youth at the time of program completion or one year after the initial assessment. Supervision outcome data were collected two years after the initial data collection. Data in Part 2 were collected in 2001 through a survey of 196 agency staff members on their reactions to the use of the Y-LSI as a classification instrument.
Assessing Mental Health Problems Among Serious Delinquents Committed to the California Youth Authority, 1997-1999

This study was conducted to explore the usefulness of the instruments used in the California Youth Authority's (CYA) Treatment Needs Assessment (TNA) battery. A total of 836 wards who completed screening questionnaires were followed to determine whether they were subsequently placed in mental health programs, were prescribed medications used to treat serious mental health problems, and/or were identified by staff as requiring these services. Data for this study were collected from hard-copy files maintained in CYA ward institutions and the CYA central office. Specific variables include the scale scores of the four instruments used in the TNA, demographic variables of the ward, treatment received by the ward, and ward behavior.
Effectiveness of Restorative Justice Principles in Juvenile Justice: A Meta-Analysis

The objective of this study was to systematically review and statistically synthesize all available research that, at a minimum, compared participants in a restorative justice program to participants processed in a more traditional way using meta-analytic methods. Ideally, these studies would include research designs with random assignment to condition groups, as this provides the most credible evidence of program effectiveness. The systematic search identified 99 publications, both published and unpublished, reporting on the results of 84 evaluations nested within 60 unique research projects or studies. Results were extracted from these studies, related to delinquency, non-delinquency, and victim outcomes for the youth and victims participating in these programs.
Research on Offender Decision-Making and Desistance From Crime: A Multi-Theory Assessment of Offender Cognition Change, United States, 2015-2019

This study is largely exploratory and observational, with the main goals to understand (a) how cognitions change across time, (b) which cognitions are related to each other, and (c) which cognition measures are related to recidivism. Employing a two-phase program of research, this study sought to answer several research questions about the relationship between cognitions and desistance from crime: What cognitions do probationers self-identify as key beliefs that motivate their desire to desist from crime? What are the psychometric properties of newly developed standardized measures designed to assess desistance cognitions? Do probationers differ in their crime and desistance cognitions and, on average, do these cognitions change across time? How are crime and desistance cognitions related to official-record assessment and outcome data? Specifically, are there associations between self-reported cognitions and risk and strength factors rated by supervision officers? Do crime and desistance cognitions predict future revocations and arrests as hypothesized by rational choice, correctional psychology, and / or desistance theories? Variables include offender's self-report of their personal perception on the costs and benefits of crime, costs and benefits of attempting to stay crime-free, attitudes, impulsive traits, and emotions. A demographic variable is available: participant gender.
Implementation of Community Corrections in Oregon, Colorado, and Connecticut [1981]

Data were collected from three states to evaluate the success of community corrections programs and to identify the conditions that underlie these successes. In-person field interviews, telephone interviews, and mailback questionnaires were used at state, county, and district levels. The variables in the study were designed to examine the kinds of people who implement and maintain these programs, the level of commitment by judicial and prison officials to these programs, community support, and the goals of cost reduction, work training, and rehabilitation.
Process Evaluation of the Residential Substance Abuse Treatment (RSAT) Program at the W.J. Maxey Boys Training School in Michigan, 1995-1998

This study was an evaluation of a Residential Substance Abuse Treatment (RSAT) program intended to reduce substance abuse and recidivism among youth placed at the W.J. Maxey Boys Training School in Michigan. The purposes of the evaluation were to describe the activities of the RSAT program and the relationship between program participants and success in the new program. There were five primary evaluation questions: (1) Were the participants appropriate? (2) Was the staff trained to deliver the planned services? (3) How did service delivery vary over time? (4) Did the participants make timely progress? and (5) What organizational factors changed service delivery and participant progress? Residents were admitted to the RSAT program and its comparison group on the basis of three criteria: (1) the resident was not a sex offender, (2) he had a known substance abuse history, and (3) he was expected to be released within one year. Youth in the RSAT program underwent intensive substance abuse psycho-education and relapse prevention in addition to the treatment provided in the Maxey Model. Intake data from the Family Independence Agency Information System (Part 1) were gathered for youths who entered Maxey between 1995 and 1998. These data were used to determine if significant differences existed between the RSAT and comparison groups. Additional data were collected through a client survey (Parts 2 and 3), which included questions that evaluated youth satisfaction with services and their predictions for success. Variables in Part 1 include program admission date, whether the youth was a sex offender, substance abuse history, the group and wing to which the youth belonged, age of first offense, age of admission to Maxey, offense class, number of arrests, number of previous placements, number of truancies, legal status, and date of first and second offense. Demographic variables include race, age, marital status, and county. Variables in Parts 2 and 3 assess the youth's opinions about school, food, group sessions, hall staff, family sessions, family visits, the overall program at Maxey, teachers, police, and judges. Additional variables include last grade of school completed, expected educational goal upon leaving Maxey, family substance abuse history, and prevalence of substance abuse in neighborhood.
Evaluating the Impact of Alternative Placement Programs for Juveniles in a Southwestern State, 1983-1995: [United States]

This study addressed the question of whether alternative correctional programs were more effective than traditional training schools in reducing recidivism among juvenile offenders. Alternative programs were defined as halfway homes, group homes, foster homes, ranches, camping programs, and specialized vocational programs, while training schools were defined as secure, restrictive custody programs in institutional settings. The goal of this study was to assess the impact of alternative program placements versus training school for a 12-year period on 266 juvenile delinquents remanded to youth facilities in a southwestern state in 1983. Subjects chosen for the study were 298 youth who had been committed by a county court to a statewide juvenile corrections program between January 1, 1983, and July 1, 1983. The sample was representative of the youth commission's population of juvenile offenders in terms of age, race, and sex. All were first time commitments, and the original commitment offense for a majority of the youth was a nonviolent property crime, such as burglary or theft. From this original sample, 32 juveniles were eliminated from the study because they were not adequately exposed to either an institutional or alternative program. The final sample consisted of 266 juvenile offenders, of which 164 were placed in institutions and 102 were placed in alternative programs. Youth were not randomly assigned to programs. Juveniles with particular characteristics were automatically assigned to certain types of programs. All violent offenders were placed in institutions. The study was designed to include a lengthy follow-up period, a focus on subject by program interaction effects, and the use of survival analysis to examine the timing of recidivism as well as its incidence. Recidivism was defined as the first arrest or parole revocation that took place within the follow-up period. The follow-up period was approximately 12 years, from the parole assignment until September 1, 1995. Data were collected primarily from the administrative records of the state youth commission. The commission also obtained additional follow-up data from the state Department of Public Safety and the state Department of Corrections. Additionally, family background data were collected from each youth's parole officer in response to a survey conducted specifically for this study in September 1994. Demographic variables include commitment age, race, and sex. Psychosocial variables include family environment and IQ. Other independent variables include program placement status, delinquency risk scales, and program adjustment measures. The dependent variable is recidivism, measured as both a discrete variable indicating whether an arrest occurred and time until first arrest offense after parole.
Neuropsychological and Emotional Deficits as Predictors of Correctional Treatment Response in Maryland, 2003-2005

The study was designed to elucidate underlying neuropsychological and emotional regulatory mechanisms in variable responses to a cognitive-behavioral therapy (CBT) program among prison inmates. This study tested the hypotheses that performance deficits in executive cognitive function (ECF) tasks and emotional responses will characterize aggressive and disruptive inmates and predict treatment response. All subjects were examined using noninvasive behavioral, psychological, ECF, and hormone tests. The data contain a total of 232 cases. Inmates volunteering to participate in the cognitive-behavioral therapy (CBT) program offered by the Maryland correctional system were recruited from three facilities using a pseudo-random selection procedure during intake into the program. Consenting inmates received an extensive baseline testing battery of several complementary dimensions of higher order neuropsychological functions as well as conditions that influence them: (1) three ECF tasks and one emotional perception task, (2) collection of salivary cortisol during an acute stress task and the Symptom Checklist 90 (SCL-90) taken beforehand, (3) a short general neuropsychological test, (4) three psychological questionnaires, (5) an historical inventory to assess prior drug use and child and family background, and (6) a treatment readiness, responsivity, and gain scale. An events inventory and a success inventory were also administered. Several additional tests were administered repeatedly throughout treatment. A record review was conducted after program completion to ascertain incidents of institutional misconduct as well as treatment performance outcomes. Variables include IQ, demographics, background information, prior drug use, early trauma, psychopathy, aggression, stressful events, success, reactions to provocation, treatment readiness, emotional perception/regulation, executive cognitive performance, cortisol measures, treatment gain, treatment responsivity, treatment completion, Maryland Offender Based State Correctional Information System (OBSCIS) data, institutional infractions, segregations, and several other computed variables.
Intensive Supervision Program in New Jersey, 1983-1986

These data evaluate the New Jersey Intensive Supervision Program (ISP), a program implemented by the New Jersey Department of Corrections in 1983-1986. The central premise of ISP is that certain felony offenders sentenced to prison can be resentenced to a program of intensive supervision in which they are successfully supervised in the community. The data collection evaluates the impact of ISP on recidivism rates, prison space availability, and cost effectiveness and also assesses the opinions of criminal justice professionals toward the program. In the first file data collected on four types of sentenced felons include education, psychological condition, financial status, substance abuse, prior and follow-up criminal records, earning and payment records, sentence and correctional histories, and case characteristics including sentences, offenses, and other dispositions. The second file presents data on type of criminal justice professional interviewed, opinion scale scores on aspects of ISP, and suggestions for ISP.
