Pacific NAD 83 Official Protraction Diagram (OPD) Images

This data set contains Official Protraction Diagrams (OPDs) in Adobe PDF format. Pacific Region OPDs are approximately 2 degrees wide by one degree high. OPDs are further subdivided into blocks that are 4800 x 4800 meters on a UTM plane. Where the OPD hits the UTM zone boundary, that zone boundary will be a geodesic line - which will appear slightly curved on the UTM plane. OPDs are numbered using the United Nations International Map of the World Numbering System, and are generally named for land or hydrographic features contained within the limits of the diagram. Further information on the historic development of OPD's can be found in OCS Report MMS 99-0006: Boundary Development on the Outer Continental Shelf: Also see the metadata for each of the individual GIS files used to create these OPDs. The Official Protraction Diagrams (OPDs) and Supplemental Official Block Diagrams (SOBDs), serve as the legal definition for BOEM offshore boundary coordinates and area descriptions.

This data set contains baseline points in ESRI Arc/Info export and Arc/View shape file formats for the BOEM Pacific Region. Baseline points are used by the BOEM to calculate the Submerged Lands Act (SLA) boundary line and the Limit of 8(g) Zone boundary line. These points may also be used to calculate other offshore boundary lines. A second file containing bay closing lines and other tangent lines is also available.

The use of OPD s makes it easier to refer to individual blocks within a region or planning area. Further information on the historic development of OPD s can be found in OCS Report BOEM 99-0006: Boundary Development on the Outer Continental Shelf. Because GIS projection and topology functions can change or generalize coordinates, these GIS files are NOT an OFFICIAL record for the exact OPD boundaries. Only the paper OPD or a digital image of them serve as OFFICIAL records.

This data set contains BOEM Planning Area outlines in ESRI Arc/Info export and Arc/View shape file formats for the BOEM Pacific Region. The use of Planning Areas makes it easier to refer to Official Protraction Diagrams (OPD) and individual blocks within a region. The digital Planning Area outlines were constructed from the block coverage by using Arc/Info s dissolve command. Because GIS projection and topology functions can change or generalize coordinates, these GIS files are NOT an OFFICIAL record for the exact Planning Area boundaries.

This data set contains baseline tangent lines and bay closing lines in ESRI Arc/Info export and Arc/View shape file formats for the BOEM Pacific Region. Baseline tangent lines and bay closing lines are used by the BOEM to calculate the Submerged Lands Act (SLA) boundary line and the Limit of 8(g) Zone boundary line. These lines may also be used to calculate other offshore boundary lines. A second file containing baseline points is also available.

OCS Lease Blocks that are currently leased from the federal government by industry for the purpose of development of traditional oil or gas energy products and may or may not be actively developed or producing. Leases in state waters are not included in this layer. The Outer Continental Shelf Lands Act (OCSLA) (43 U.S.C. 1331-1356a), as amended, authorizes the Secretary of the Interior to issue, on a competitive basis, leases for oil and gas, and sulfur, in submerged lands of the Outer Continental Shelf. The Act authorizes the Secretary to grant rights-of-way and easements through the submerged lands of the OCS. An OCS lease is an agreement that is issued under section 8 or maintained under section 6 of the Act and that authorizes exploration for, and development and production of, minerals on the OCS. The term also means the area covered by that agreement, whichever the context requires. The areas covered by the lease agreement consist of one or more OCS Lease Blocks, or any leasable portion thereof, bid upon as a single administrative unit, that will be part of a single lease. This data set contains the outlines for active federal oil and gas leases in the Pacific OCS Region. Last Updated January 19, 2022.

This data set contains Continental Shelf Boundary (CSB) lines in ESRI Arc/Info export and Arc/View shape file formats for the BOEM Pacific Region. The CSB defines the seaward limit of federally managed OCS lands. This CSB file only includes the lateral boundaries between the United States and Canada or Mexico. That portion of the CSB defined by the 200 nautical mile line has not yet been calculated. Because GIS projection and topology functions can change or generalize coordinates, these GIS files are NOT an OFFICIAL record for the exact CSB.
