Digital Offshore Cadastre (DOC) Pacific83 Planning Area Outlines
This data set contains BOEM Planning Area outlines in ESRI Arc/Info export and Arc/View shape file formats for the BOEM Pacific Region. The use of Planning Areas makes it easier to refer to Official Protraction Diagrams (OPD) and individual blocks within a region. The digital Planning Area outlines were constructed from the block coverage by using Arc/Info s dissolve command. Because GIS projection and topology functions can change or generalize coordinates, these GIS files are NOT an OFFICIAL record for the exact Planning Area boundaries.

Further information on the historic development of OPD s can be found in OCS Report BOEM 99-0006: Boundary Development on the Outer Continental Shelf. Because GIS projection and topology functions can change or generalize coordinates, these GIS files are NOT an OFFICIAL record for the exact OPD boundaries. Only the paper OPD or a digital image of them serve as OFFICIAL records.

This data set contains baseline points in ESRI Arc/Info export and Arc/View shape file formats for the BOEM Pacific Region. Baseline points are used by the BOEM to calculate the Submerged Lands Act (SLA) boundary line and the Limit of 8(g) Zone boundary line. These points may also be used to calculate other offshore boundary lines. A second file containing bay closing lines and other tangent lines is also available.

Pacific NAD 83 Official Protraction Diagram (OPD) Images

This data set contains Official Protraction Diagrams (OPDs) in Adobe PDF format. Pacific Region OPDs are approximately 2 degrees wide by one degree high. OPDs are further subdivided into blocks that are 4800 x 4800 meters on a UTM plane. Where the OPD hits the UTM zone boundary, that zone boundary will be a geodesic line - which will appear slightly curved on the UTM plane. OPDs are numbered using the United Nations International Map of the World Numbering System, and are generally named for land or hydrographic features contained within the limits of the diagram. This product resulted from merging four regional datasets containing BOEM Planning Area outlines. The use of these Planning Areas makes it easier to refer to Official Protraction Diagrams (OPD) and individual blocks within a region. The Submerged Lands Act (SLA) boundary, along with the Continental Shelf Boundary (CSB), the Limit of Protraction were used to complete the polygons for the Planning Areas. Because GIS projection and topology functions can change or generalize coordinates, these GIS files are considered to be approximate and are NOT an OFFICIAL record for the exact block coordinates or areas. The Official Protraction Diagrams (OPDs) and Supplemental Official OCS Block Diagrams (SOBDs) serve as the legal definition for BOEM offshore boundary coordinates and area descriptions. If any discrepancies are found between these shapefiles and the OPDs and SOBDs, it is the OPD and SOBD diagrams which take precedence. The original datasets were developed in UTM. Here they are projected in WGS_1984_World_Mercator. As a result, any area values computed from this dataset may differ from the official BOEM areas.

,This is a national data collection of data resources managed by the Bureau of Ocean Energy Management (BOEM) for the Outer Continental Shelf (OCS). The data collection is designated as a National Geospatial Data Asset (NGDA) and includes: OCS BOEM Offshore Boundary Lines (Submerged Lands Act Boundary, OCSLA Limit of “8(g) Zone,” and Continental Shelf Boundary), OCS Protraction Polygons - 1st Division, OCS Gulf of Mexico NAD27 Protraction Polygons - 1st Division, OCS Block Polygons - 2nd Division, OCS Gulf of Mexico NAD27 Block Polygons - 2nd Division, Aliquot 16ths Polygons - 3rd Division, and OCS Withdrawal Areas.,All polygons are clipped to the Submerged Land Act Boundary and Continental Shelf Boundaries reflecting federal jurisdiction. The Withdrawals depict areas that are permanently or temporarily withdrawn from Outer Continental Shelf leasing or one or all the resources that BOEM manages. The NAD27 Gulf of Mexico Protractions and Blocks have a different protraction and block configuration when compared to the OCS Protraction Polygons - 1st Division and OCS Block Polygons - 2nd Division. The NAD27 Gulf of Mexico data is used for Oil and Gas leasing.,These data were created in the applicable NAD83 UTM or NAD27 UTM/SPCS Projection and re-projected to GCS WGS84 (EPSG 4326) for management in BOEM's enterprise GIS. However, the services in this collection have been published in WGS 1984 Web Mercator Auxiliary Sphere (EPSG 3857). Because GIS projection and topology functions can change or generalize coordinates, these data are NOT an OFFICIAL record for the exact boundaries. Offshore State Lateral Boundaries

Offshore state lateral boundaries define part of the geographic extent of the submerged lands that a state holds and manages in the public trust. Well-defined boundaries help a state manage its natural resources and statutory obligations with a measured amount of certainty. However, state lateral boundaries, both on land and at sea, have not always been stable and well defined. The historic record often shows conflicting borders that have led to interstate disagreements, court cases, and in some instances lingering stalemates. These data show the approximate position of a states offshore lateral boundary based on official and unofficial sources. Some boundaries have been omitted when a sufficient data source could not be found.
