golden crabbers cost data
The South Atlantic Fishery Management Council (SAFMC) considered (but ultimately rejected) instituting a golden crab individual transferable quota (ITQ) program in 2013. In preparation for that proposal, 2010 cost data was collected in fiscal year 2011 via a mail survey. The population included all holders of a limited access golden crab permit (seven individuals owning 11 permits at the time of survey). Because the population is so small, a census was necessary. Questions on per-trip and fixed cost estimates were included. This data set includes survey results merged with individual landings from the golden crab logbook and Florida trip tickets. This project was initiated in response to regulation 50 CFR 660.114, which mandates that economic data be collected from every participant in the trawl rationalization program. The data are collected annually from catcher vessels, catcher processors, motherships, first receivers, and shorebased processors through paper-based forms. The four forms (specific to entity type) are mailed annually in May, and collect data about the fishing, buying, and processing information from the previous year. The entity must submit their data by September 1 in order to renew their limited entry trawl permits, reissue their quota share, vessel accounts, and receive their first receiver site licenses. The data, reports, tech memos, and academic papers are used by Northwest Region staff, Pacific Fishery Management Council (PFMC), and headquarters staff to inform management decisions, and to monitor the effects of the program. The South Atlantic Fishery Management Council (SAFMC) instituted the Wreckfish Individual Transferable Quota (ITQ) in 1992. Trip and fixed cost data estimates were collected via mail survey for the first year of the program (1993) by a NOAA contractor, but no further cost data was collected until 2013 (for the 2012 fishing year). The population included all holders of Wreckfish Individual Transferable Quota (five individuals at the time of survey). Because the population is so small, a census was necessary. Per-trip and fixed cost estimates are included. This data set includes survey results merged with individual landings from the wreckfish logbook.

Limited Entry Fixed Gear and Open Access Voluntary Cost Earnings Surveys

This project collects economic data from vessel owners participating in the West Coast limited entry fixed gear, and open access groundfish, salmon, crab, and shrimp fisheries. The data is needed for a variety of applications, such as the Northwest Fisheries Science Center's regional economic model (Input-Output Model for Pacific Coast Fisheries) as well as estimating the profitability of fishery participants for applications such as the Pacific Fisheries Management Council's Groundfish harvest specifications process. Major stages of the project include developing a survey questionnaire, developing a contact list of all fishery participants with available contact information (name, address, phone number), obtaining approval for the survey from the Office of Management and Budget through the Paperwork Reduction Act process, hiring a contractor to field the survey, training contractor personnel on how to field the survey, supervising survey fielding by the contractor, and working with the contractor to obtain an electronic data set containing survey results.

To assist the Caribbean Fishery Management Council in managing marine living resources in the United States Virgin Islands, the Southeast Fisheries Science Center (SEFSC) collected economic cost data from commercial fishermen in July 2014. Surveys were administered in-person during the annual registration process. Per-trip and fixed cost estimates are included. This data set includes survey results merged with individual landings from the territorial governments logbook program. Standard prices are generated for cost recovery programs in the Individual Fishing Quota (IFQ) halibut and sablefish, BSAI Rationalized crab, and Central Gulf of Alaska Rockfish Program fisheries and for the North Pacific Groundfish and Halibut Fisheries Observer Program. Standard prices will be generated for American Fisheries Act (AFA) pollock, Aleutian Islands pollock, Amendment 80, and Community Development Quota (CDQ) fisheries beginning in 2016. Standard prices are determined from industry reported volume and value reports or the State of Alaska Commercial Fisheries Entry Commission (CFEC) Gross Earnings data which are based on the Alaska Department of Fish and Game fish tickets and Commercial Operator's Annual Reports (COAR).
