Homeless Veteran Reintegration Program (HVRP) Targets and Outcomes

The Veterans' Employment and Training Service (VETS) tracks participant outcome measures for the HVRP program. Programmatic performance outcomes are collected from grant recipients through the Technical Performance Report (TPR) form. VETS shares HVRP outcomes with the public. These data show the national level targets and outcomes for eleven (11) measures by Program Year (PY), including breakouts by subpopulation, gender, ethnicity, race, and age. The 11 measures are: 1. Number of Participants Served 2. Percentage of Total Participants Served 3. Number of Exiters 4. Percentage of Total Number of Exiters 5. Number of Participants Co-Enrolled at American Job Centers (AJCs) 6. Average Hourly Wage at Placement 7. Placement Rate (exit-based) 8. Placement Rate – Episodically Homeless (exit-based) 9. Employment Rate 2nd Quarter After Exit 10. Employment Rate 4th Quarter After Exit 11. Median Earnings 2nd Quarter After Exit
VETS-401 - Jobs for Veterans State Grants (JVSG) Budget Information Summary

States initially use the Jobs for Veterans State Grants (JVSG) Budget Information Summary form when applying for the formula level of funds available for the Disabled Veterans’ Outreach Program (DVOP) specialist positions, Local Veterans’ Employment Representative (LVER) staff positions, Consolidated (DVOP/LVER) positions, Incentive Award Funds, and Management and Administrative Costs. State funding requests must summarize how the formula allocated funding and any additional funding will be budgeted by cost category and by quarter. States must update the form and include it with any modification request that affects either the planned budget or staffing levels.
4212 – Federal Contractor Reporting of Veteran Employment

This dataset contains required veteran employment data by federal contractors/subcontractors, who are required to report annually the number of employees in their workforces who are veterans covered under VEVRAA. The U.S. Department of Labor's Veterans' Employment and Training Service (VETS) and Office of Federal Contractor Compliance Programs (OFCCP) have supported affirmative actions to employ and advance in employment of covered veterans since 2008. As legislatively mandated under 38 U.S. Code Section 4212, codified at 41 CFR 61-300, contractors and subcontractors who enter into, or modify a contract or subcontract with the federal government, and whose contract meets the criteria set forth in the above legislation / regulations, are required to report annually on their affirmative action efforts in employing veterans. Data reported through form VETS-4212 is used by OFCCP in compliance evaluations.
VETS-402 - Jobs for Veterans State Grants (JVSG) Expenditure Detail Report (EDR)

"Use the Jobs for Veterans State Grants (JVSG) EDR to report obligation, expenditure, and staffing information for each grant award. The U.S. Department of Labor, Veterans’ Employment and Training Service (VETS) uses the required, detailed information to monitor administrative costs, staff utilization, and planned spending compared to actual spending for the staffing grant. The VETS-402 expiring June 30, 2025, must be used for all JVSG quarterly financial reports relating to Fiscal Year (FY) 2023 and beyond until OMB approves a new version. FY monies must be segregated and separately tracked. Therefore, states must complete one JVSG EDR per grant award, and update each quarter until all available funding has been expended."
