NSDUH 2018 Sample Design Report
This report details the 2018 sample design for the NSDUH and covers the design overview, target population, and stages of sample selection. The design overview describes how the sample design remains consistent with NSDUH’s designs since 1991 and has extended coverage of the sample since then to include additional resident populations. The 2018 target population for this report comprises a civilian, noninstitutionalized population aged 12 years or older residing within the 50 states and the District of Columbia. There are three stages of sample selection that are explained in terms of how to select and aggregate the appropriate census tracts and segments based on state sampling regions (SSRs) for each state.

This report is a continuation of the 2021National Survey on Drug Use and Health (NSDUH) Sample Design Report. It further documents the 2021 NSDUH sample experiences, by comparing expected outcomes with what actually occurred, and documenting unexpected issues that came up during the year. The report also summarizes the information about the sample design that is more thoroughly detailed in the previous report.Chapter 1 introduces the report and summarizes the impact of the coronavirus 2019 pandemic on the sample design and data collection. Chapter 2 revisits the 2021 sample design. Chapters 3, 4, and 5 document the sample experiences at the third, fourth, and fifth stages of sample selection, respectively. The report describes the techniques that were used to make the 2021 NSDUH Detailed Tables and the 2021 NSDUH Annual National Report, but users may also find these techniques useful for their own research with NSDUH. The report describes the calculation of estimates and sampling errors, degrees of freedom, and the procedures for determining when low-precision estimates should be suppressed. Substate estimates for these years are no longer available due to methodological concerns with combining 2020 data with data from 2018 and 2019. We apologize for any inconvenience or confusion this may cause.Because of the COVID-19 pandemic, most respondents answered the survey via the web in Quarter 4 of 2020, even though all responses in Quarter 1 were from in-person interviews. It is known that people may respond to the survey differently while taking it online, thus introducing what is called a mode effect.When the state estimates were released, it was assumed that the mode effect was similar for different groups of people. However, later analyses have shown that this assumption should not be made. Because of these analyses, along with concerns about the rapid societal changes in 2020, it was determined that averages across the three years could be misleading.For more detail on this decision, see the 2018-2020substate data page.

This detailed manual was used as a training guide for the Field Interviewers (FIs) who conducted the in-person 2023 National Survey on Drug Use and Health (NSDUH). It covers the information presented at the intensive training for new FIs. Although it is written for NSDUH FIs, researchers may find it helpful for learning about data collection challenges that could affect data quality. It also may be helpful for those designing their own field operations.The manual includes:An introduction to the survey;A guide to what is expected of FIs;Copies of materials that were mailed or given to respondents;FI instructions for locating sample dwelling units, contacting residents, obtaining participation, conducting the screening and interview, documenting their experiences; andQuality control and administrative procedures for FIs.
