PHMSA Office Locations
The Pipeline and Hazardous Materials Safety Administration (PHMSA) Office Locations dataset was compiled on October 04, 2022 from the Pipeline and Hazardous Materials Safety Administration (PHMSA) and is part of the U.S. Department of Transportation (USDOT)/Bureau of Transportation Statistics (BTS) National Transportation Atlas Database (NTAD). The PHMSA Office Locations layer contains point features representing the addresses of PHMSA’s regional and field operations offices as well as its Headquarters and Inspector Training and Qualifications Division office. Each region office is charged with overseeing the safe and secure movement of daily shipments of hazardous materials by all modes of transportation, as well as ensuring the safe, reliable, and environmentally sound operation of the nation's pipeline infrastructure. Despite regional divisions the jurisdiction of PHMSA staff is nationwide and not limited to their regional area of responsibility. n some cases, both the Office of Pipeline Safety and the Office of Hazardous Materials Safety are located at the same address. In these cases, the data layer still contains a separate point for each office so that the contact information for each office can be provided. Although the PHMSA Headquarters and the Inspector Training and Qualifications Division represent both the OPS and the OHMS, there is only one point for each of these offices since there is only one contact for each office.

The Pipeline and Hazardous Materials Safety Administration (PHMSA) Pipeline Safety Regions dataset was compiled on October 04, 2022 from the Pipeline and Hazardous Materials Safety Administration (PHMSA) and is part of the U.S. Department of Transportation (USDOT)/Bureau of Transportation Statistics (BTS) National Transportation Atlas Database (NTAD). PHMSA’s Office of Pipeline Safety (OPS) is responsible for protecting people and the environment from pipeline failures by analyzing pipeline safety and accident data; evaluating which safety standards need improvement and where new rulemakings are needed; setting and enforcing regulations and standards for the design, construction, operation, maintenance or abandonment of pipelines by pipeline companies; educating operators, states and communities on how to keep pipelines safe; facilitating research and development into better pipeline technologies; training state and federal pipeline inspectors; and administering grants to states and localities for pipeline inspections, damage prevention and emergency response. The PHMSA Pipeline Safety Regions layer contains polygon features representing each of the five regions, Central, Eastern, Southern, Southwest, and Western, that make up PHMSA’s Office of Pipeline Safety. Each region office is charged with ensuring the safe, reliable, and environmentally sound operation of the nation's pipeline infrastructure. The Pipeline and Hazardous Materials Safety Administration (PHMSA) HazMat Regions dataset was compiled on October 04, 2022 from the Pipeline and Hazardous Materials Safety Administration (PHMSA) and is part of the U.S. Department of Transportation (USDOT)/Bureau of Transportation Statistics (BTS) National Transportation Atlas Database (NTAD). PHMSA’s Office of Hazardous Materials Safety (OHMS) carries out a national safety program, including security matters, to protect against the risks to life and property inherent in the transportation of hazardous materials in commerce by all transportation modes. The PHMSA HazMat Regions layer contains polygon features representing each of the five regions— Central, Eastern, Southern, Southwest, and Western—that make up PHMSA’s Office of Hazardous Materials Safety. Each region office is charged with overseeing the safe and secure movement of daily shipments of hazardous materials by all modes of transportation. The Federal Railroad Administration (FRA) Office Locations dataset was created on October 13, 2022 from the Federal Railroad Administration (FRA) and is part of the U.S. Department of Transportation (USDOT)/Bureau of Transportation Statistics (BTS) National Transportation Atlas Database (NTAD). These locations show FRA office locations, based on railroad company and Safety Management Teams (SMTs). The Safety Management Teams serve as the Office of Railroad Safety's main liaison with the senior leadership of the Nation's railroads. Each of the nine Safety Management Teams is assigned to either a Class I railroad or a group of railroads and provides safety oversight of the respective railroad system(s). The Safety Management Teams represent FRA with the railroads, and they communicate and coordinate with FRA's Staff Directors, Accident Analysis Branch, Audit Management Program, and other Safety Management Teams.
